Seanad: Wind Energy Guidelines: Statements (15 May 2013)

Caít Keane: I welcome the Minister of State. This is an important debate and I am delighted to contribute to it. Senator Tony Mulcahy is our energy spokesman but he is unavoidably delayed. The Seanad is playing its part in inviting an international conference on wind energy and renewable energy to Dublin Castle on 21 and 22 June. We will have further opportunity to discuss it with various interests,...

Seanad: Order of Business (9 May 2013)

Caít Keane: I seek a debate on early childhood care and education. The Minister for Children and Youth Affairs, Deputy Frances Fitzgerald, made a positive speech to the House about two months ago in which she outlined the benefits of early childhood care and education. In the United States, where early childhood care began 30 years ago when it was not fashionable here, it has been demonstrated that it...

Seanad: Domestic Violence: Motion (8 May 2013)

Caít Keane: That is okay. I will speak after the Senator.

Seanad: Domestic Violence: Motion (8 May 2013)

Caít Keane: There is no problem. I welcome the Minister of State. This is an extremely important debate. There is not enough discussion of domestic violence, which takes so many forms and which affects those of all social classes. I accept that it may affect one social class more than another but it obtains across the board. Domestic violence takes many forms. A person, for example, might not have...

Seanad: Address to Seanad Éireann by Commissioner Máire Geoghegan-Quinn (8 May 2013)

Caít Keane: Tá áthas orm mar bhean as Conamara fáilte a chur roimh bhean eile as Conamara, an Coimisinéir, inniu. Is as an Chlochán mé so níl mo bhlás chomh flúirseach agus atá sé i gCarna. Tá gach éinne i gConamara an-bhródúil as ucht an méid atá bainte amach ag an gCoimisinéir, ní amháin sa...

Seanad: Order of Business (7 May 2013)

Caít Keane: All of us in the Seanad speak about the importance of European legislation but we must also remember that 96% of legislation made in Ireland comes from Europe. It is unfair to demand that everything be examined. We must be selective and ensure there is debate in the Seanad but must also be selective in ensuring that we debate what needs to be debated.

Seanad: Order of Business (7 May 2013)

Caít Keane: I took the trouble to look at this issue because it is about counterfeit money. There has been a European regulation on this since the Geneva Convention of 1926. I looked at the proposal, going through its 14 articles, to see where it was coming from. There are 27 member states in which the euro is used, by 330 million people.

Seanad: Order of Business (7 May 2013)

Caít Keane: There is counterfeit money and there are gangs all over the place. It is for the common good of Europe that we have co-ordinated legislation. I took the trouble of looking through this legislation and did not see anything in it with which I disagreed. If Senator Byrne has an issue he wishes to debate I would like to see him tabling a motion in the Chamber tomorrow, saying that he does not...

Seanad: Order of Business (7 May 2013)

Caít Keane: I was provoked into raising that point but-----

Seanad: Order of Business (7 May 2013)

Caít Keane: That is what I am referring to because I took the trouble to go through all the articles and the related debate to see if there was anything relevant. I also took the trouble to see how long and how old the legislation was and discovered it dated back to 1926.

Seanad: Order of Business (7 May 2013)

Caít Keane: I have, but I ask the Cathaoirleach to indulge me. I did not intend to speak on that motion. I wished to raise the new major study on air pollution which is caused by people burning solid fuel. The Minister for the Environment, Community and Local Government, Deputy Phil Hogan, announced this study which is a North-South co-operative one. There are many studies being done at present on air...

Seanad: Address to Seanad Éireann by Ms Marian Harkin, MEP (2 May 2013)

Caít Keane: Cuirim fíor fáilte roimh Marian Harkin go Seanad Éireann inniu agus thaitin an méid a bhí le rá aici go mór liom. I welcome Ms Harkin wholeheartedly to the Seanad. She was music to the ears with many of the things she had to say on how the Seanad could enhance European co-operation with Ireland. I refer to the committees Ms Harkin sits on. I do not...

Caít Keane: I commend yesterday’s statement from the Minister for Justice and Equality, Deputy Shatter, that he would be filling vacancies at chief superintendent level promptly.

Seanad: Order of Business (1 May 2013)

Caít Keane: The Government has agreed with the Minister that moneys will be made available for the Garda. The Government is determined to support the Garda in its fight against crime. We have seen how the Minister and the Garda Commissioner work together. He has been criticised by gardaí and others for working too well with the Commissioner. The Commissioner has supported the Garda Representative...

Seanad: Order of Business (30 Apr 2013)

Caít Keane: I support Senator Catherine Noone in her call to have Irish music added to the UNESCO programme for intangible cultural heritage. As a former member of South Dublin County Council when we were always seeking funds for the N7 flyover, I am delighted to welcome the announcement today of the expenditure of €282 million and the 1,000 jobs that will be created during the project. ...
