Brian Stanley: We could make a recommendation. It is as clear as fog this morning in relation to the Department, IHRB, HRI and where the buck stops. This morning's meeting amplified for me that there is utter confusion. It is not at all clear. There needs to be a recommendation resulting from our meeting that straight lines of accountability are needed.
