- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horticultural Peat Supply and Willow Scheme: Bord na Móna (23 Mar 2022)
Paul Daly: Would Bord na Móna have the necessary capability?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horticultural Peat Supply and Willow Scheme: Bord na Móna (23 Mar 2022)
Paul Daly: The opening statement mentioned Bord na Móna's movement into renewable energy and bog re-wetting. With regard to re-wetting and carbon storage, how far advanced are the initial projects Bord na Móna is proposing to re-wet? What communication has the company had with neighbouring landholders? What process of communication has there been with neighbouring landholders or property...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horticultural Peat Supply and Willow Scheme: Bord na Móna (23 Mar 2022)
Paul Daly: When Mr. Breen mentions community engagement, does that include engagement with individual land or site owners adjacent to the bog? Does that mean meeting them individually?
- Seanad: Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Committee Stage (Resumed) (22 Mar 2022)
Paul Daly: I welcome the Minister of State to the House. I will be brief because the remainder of this evening's proceedings will be very much determined by the Minister of State's response and contribution. I will not pre-empt that. The majority of the money that has been invested by the three farmers involved was invested on the basis of specifications provided by the Department of Agriculture,...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: I welcome the witnesses. I have already had contact with Dr. McLoughlin, which aroused my interest in this area, so I asked for its inclusion on the work programme. I thank the Chair and the committee for accepting that. Today is a beginning and more an educational process for us. In the second session, in which we will have Teagasc and the Department before us, we will be able to carry...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: Dr. McLoughlin has somewhat answered where my question was going. If we had a magic wand and if the directive or the EU's attitude were to change, it would not be a carte blancheCRISPR-Cas9 that would be acceptable to the witnesses. They would want to see it defined as non-crossing of genes. They would want it to stay within the gene of the specific plant or animal.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: I would like to get a better idea of this. As for the technologies that are evolving in the countries that have accepted CRISPR, how far behind the curve are we compared with those countries on specific production yields, use of pesticides, etc.? Were the directive to change, how long would it take us to catch up? Could we piggyback on advances that others have made or would we need to make...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: That covers all of my questions. I thank the witnesses.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: I welcome the witnesses. I would like to be associated with the good wishes to Dr. O'Mara. Speaking hypothetically, if CRISPR was allowed, do the witnesses think it would enhance the role of Teagasc? In other words, is Teagasc being held back by virtue of the fact that it cannot use CRISPR? In talking about CRISPR, we are all talking about non-transgenic and the modification of the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: Do both parties believe we can achieve our climate targets and our targets to reduce the use of chemicals and fertiliser under the European green deal while maintaining food security and a liveable income for our family farm units without this technology?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: Does Professor O'Mara ever make that point to the relevant Departments or the people who employ him to do his research? Does he beat that drum in their offices? I refer to the Department of Agriculture, Food and the Marine in particular.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: I suppose Professor O'Mara will not tell me the response he gets.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: CRISPR-Cas9 Gene Editing: Discussion (9 Mar 2022)
Paul Daly: Perhaps the Department's representatives would like to comment on how they see us achieving these targets without the use of this technology.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (23 Feb 2022)
Paul Daly: I compliment Senator Boylan on raising this issue. I concur with the Chairman's statement. I was horrified reading Dr. Kirby's statement. This is not to question its content in any way, all of which I accept. We had submissions from the Department and the Veterinary Council of Ireland, VCI. I took it that both of them were going to be here this evening. The questions I had prepared were...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Hemp Sector in Ireland: Discussion (23 Feb 2022)
Paul Daly: I welcome the witnesses. Great minds think alike in that Deputy Fitzmaurice has already covered many of the issues I had intended to raise to educate my own ignorance about the crop and its harvesting. Leaving aside the regulation, it appears we have a chicken-and-egg scenario here. Farmers will not grow unless there is a market and without the infrastructure and the processing...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Hemp Sector in Ireland: Discussion (23 Feb 2022)
Paul Daly: Importation was mentioned earlier. I presume that is processed materials such as the blocks mentioned. Are we bringing in hemp for protein? Is it non-processed hemp? It was mentioned it is being processed elsewhere and that it is acceptable here in a processed form, but it is not accepted that we could process it here.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Hemp Sector in Ireland: Discussion (23 Feb 2022)
Paul Daly: If the witnesses had one or two asks here today, would it be for this crop to be recognised as an agricultural product and be taken away from the Department of Health?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Hemp Sector in Ireland: Discussion (23 Feb 2022)
Paul Daly: You would assume the rest, such as the infrastructure, would follow. If there is infrastructure, the growers will come on stream. The kernel of the problem is how it is being deal with.
