- Seanad: Finance Bill 2013 [Certified Money Bill]: Committee and Remaining Stages (21 Mar 2013)
Aideen Hayden: I have mixed feelings about this provision because as I understand it pre-retirement access excludes self-employed sole traders and unlimited partnerships, persons who can contribute only to personal pensions or PRSAs. I have often listened to Senator Crown advocate very strongly the idea that self-employed people should be able to access their pension funds for good reason, not least...
- Seanad: Finance Bill 2013 [Certified Money Bill]: Committee and Remaining Stages (21 Mar 2013)
Aideen Hayden: I support Senator D'Arcy. Could the Minister ask his officials to consider some way of making it a little less open-ended? Having to be referred consistently through a GP for what is sometimes an obvious problem is, in a sense, restrictive practice, and the cost of going to a GP these days is fairly prohibitive.
- Seanad: Order of Business (21 Mar 2013)
Aideen Hayden: I find myself in agreement to an extent with Senator MacSharry. I deal on a daily basis with people who have significant mortgage arrears. Despite talk of green shoots and economic improvement, they do not really see any light at the end of the tunnel. There is fatigue among the general population, particularly among those with mortgage arrears. They want to see real action on insolvency....
- Seanad: Finance Bill 2013 (Certified Money Bill): Second Stage (20 Mar 2013)
Aideen Hayden: It is important to remember that this Government is not presiding over a giveaway budget in the way previous Governments were fortunate enough to do. Indeed, it is also fair to recognise there has been criticism of this budget, in particular criticism around the taxing of maternity benefit, extending the universal social charge and so forth. It would be wrong of us to sit here in a...
- Seanad: Order of Business (13 Mar 2013)
Aideen Hayden: I support the Senators who called for a debate on the future of small and medium-sized towns. I also want to highlight the work on this matter over many years of our colleague, Senator Paul Coghlan, particularly in highlighting the planning laws which allow very large retailers to locate outside of town. We all will be aware of the soulless business parks. It would not matter whether one...
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: I wish to say "Well done" to Senator MacSharry. He has truly missed his vocation.
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: I do.
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: I am glad that he pointed out one valid piece of information. He said that the mortgages and mortgage distress situation did not happen today or yesterday.
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: It has been going on for a very considerable number of years.
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: I ask Senator MacSharry to bear one thing in mind.

Aideen Hayden: In 2002 there was clear evidence that the housing market was overheating. Senator MacSharry's Government brought in measures-----
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: -----that led to ordinary men and women paying ten times the average industrial wage for an ordinary family home. It is incredible to be lectured on mortgage distress by that side of the House.
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: I again ask the Leader to invite the Minister for Finance to come here to discuss in a calm and a reasoned way the issue of mortgages, mortgage relief and debt.
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: A house in every field and a portfolio of properties for every taxi driver was his party's idea of the Irish home. There is a serious issue related to the buy-to-let mortgage market. The Minister for Finance has made it clear that he does not see the buy-to-let mortgage market as one that needs to be protected. He has indicated that they should be repossessed. One in every five people live...
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: I had been planning on going to the theatre later this week. I gather "King Lear" is an excellent production.
- Seanad: Order of Business (12 Mar 2013)
Aideen Hayden: I no longer need bother because I have had my fill of dramatics for one week.
- Seanad: Order of Business (7 Mar 2013)
Aideen Hayden: I raise the issue of private education. Recent news reports outlined that the Department of Education and Skills had commissioned research into the level of funding for private schools which was over and above the resources of non-private State run schools. It was disclosed that the top nine or ten private schools had in the region of an additional ¤2 million available to them over and...
- Seanad: Early Intervention and Economic Benefits: Statements (6 Mar 2013)
Aideen Hayden: I also welcome the Minister to the House. Today is almost the anniversary of a similar debate which we held last year on 7 March. I know it is common in business to schedule certain topics on board agendas on an annual basis for example, corporate governance or risk management. It is common in business to schedule certain topics such as corporate governance or risk management on board...
