- Seanad: Health Insurance (Miscellaneous Provisions) Bill 2008: Second Stage (2 Jul 2009)
John Moloney: I am pleased to address the House on Second Stage of the Health Insurance (Miscellaneous Provisions) Bill 2008. The Bill contains a number of important measures to support the operation of community rated health insurance which is widely supported by all parties in the House since the market was opened to competition. In 1993 in its first report, the seventh joint committee on commercial...
- Seanad: Health Insurance (Miscellaneous Provisions) Bill 2008: Second Stage (2 Jul 2009)
John Moloney: I thank everybody for the debate and will try to respond to as many of the issues as I can. I thank the officials, Mr. Barrett and Mr. Smyth, for their support and advice throughout the passage of this Bill. It should be remembered that many issues mentioned here were dealt with and flagged in the health committee some years ago, when we had presentations from VHI and BUPA. Many of the...
- Seanad: Health Insurance (Miscellaneous Provisions) Bill 2008: Second Stage (2 Jul 2009)
John Moloney: Yes, there is no change. The level of the credit and the levy was calculated based on current market data and was not agreed by the Department taking a notional figure. It would not be possible to impose a higher levy on specific plans. In granting a standard level of credits an equitable approach has been taken. The Government will shortly be considering the best approach regarding VHI's...
- Seanad: Health (Miscellaneous Provisions) Bill 2009: Second Stage (2 Jul 2009)
John Moloney: I thank Senators for their contributions. I take Senator Bacik's point that miscellaneous provisions in themselves can cater for so many different issues. I will try to deal with as many as possible. I am particularly interested in the mental health provisions of the Bill. I am aware that Members of this and the other House have expressed concerns about the possibility of rushed...

John Moloney: The Oireachtas is informed of the activities of both the Department and the Health Service Executive through the publication, which is laid before the Oireachtas, of the Department's statement of strategy. On a yearly basis the HSE service plan on spending is laid before the House. That in itself is an element of accountability. I cannot comment on the issues raised by Senator Buttimer...

John Moloney: I do not know when the last information campaign occurred. The Senator asked a question about a future campaign. I will respond to the Senator on this matter before the House goes into recess. On the issue of cancer treatment services in Waterford raised by Senators Coffey and Burke, perhaps an interim report on the cancer strategy should be made available. I will take up that proposal...

John Moloney: I propose to take Questions Nos. 34 and 36 together. The Minister for Health and Children acknowledges the need to reform the current arrangements for financing nursing home care to ensure that such care is affordable for all. It was with this in mind that she introduced the Nursing Homes Support Scheme, A Fair Deal. The Fair Deal will equalise the level of State support available for...

- Written Answers — Mental Health Services: Mental Health Services (1 Jul 2009)
John Moloney: I have no plans to introduce any such legislation. The Health Act 2004 provided for the establishment of the Health Service Executive with effect from 1 January 2005 and the Executive was established with its own Vote, Vote 40. The management of funding for mental health services is therefore a matter for the Health Service Executive.
