Seanad: Order of Business (20 Jan 2010)

Marc MacSharry: Contrary to other speakers, I welcome yesterday's announcement that we are going to have an inquiry into the banking situation. Last week, there were many empty seats at the Joint Committee on Finance and the Public Service when we discussed the issue. I welcome the fact, however, that many more people want to discuss it now. I welcome the Government's approach whereby we will have two...

Seanad: Order of Business (20 Jan 2010)

Marc MacSharry: I would love it if we could line people up, metaphorically speaking. However, it would seem the media and others would like, in reality, to see the guillotine set up in St. Stephen's Green to begin the beheadings. Thankfully, however, we have due process. I am confident it will provide us with the pound of flesh which all of us rightfully seek. I believe the public deserve it. I am not...

Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)

Marc MacSharry: I have no intention of holding up the House on the Appropriation Bill. I note that it was taken without debate in Dáil Éireann. Every year it is an appropriate and a necessary step in the budgetary process for the year ahead. Last night we had a debate on the economy and later today we will have a debate on the specifics of some of the budgetary measures. I commend the Bill to the House.

Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)

Marc MacSharry: We are straying from the section. The Bill was passed without debate in the Dáil and we will have a wider debate on the economy when the next Bill is taken. We would all like natural gas. Under the Gas Acts, Bord Gáis has a commercial mandate and the company chooses to extend its network on that basis. The Senator is seeking a ministerial announcement. However, I recall the chairman of...

Seanad: Appropriation Bill 2009: Motion for Earlier Signature (17 Dec 2009)

Marc MacSharry: I move: That, pursuant to subsection 2o of section 2 of Article 25 of the Constitution, Seanad Éireann concurs with the Government in a request to the President to sign the Appropriation Bill 2009 on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to her.

Seanad: Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Second Stage (17 Dec 2009)

Marc MacSharry: It is three in one.

Seanad: Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Second Stage (17 Dec 2009)

Marc MacSharry: I join others in welcoming the Minister of State. I welcome the opportunity to make a few points on the legislation. I pay tribute to Senator O'Toole for his overwhelming contribution to the social partnership model over many years. He was a champion of that cause and made a convincing argument today on many points. It was interesting to be taken through some of the negotiations last...

Seanad: Budget 2010: Motion (16 Dec 2009)

Marc MacSharry: Did it not serve you both well?

Seanad: Budget 2010: Motion (16 Dec 2009)

Marc MacSharry: I move amendment No. 1: To delete all words after "That" and substitute the following:— Seanad Éireann: noting that: in its response to the worst economic crisis since the foundation of the State, the Government has over the last 18 months identified the right priorities and taken the right actions to stabilise the public finances and restore our competitiveness so that we can benefit...

Seanad: Budget 2010: Motion (16 Dec 2009)

Marc MacSharry: Hear, hear.

Seanad: Order of Business (15 Dec 2009)

Marc MacSharry: I join others in welcoming Senator Ó Brolcháin. I congratulate him and his family on his election. Having known him for a number of years, every legislator can be rightly proud of his prospective participation and input. I wish him well in the years to come. Will the Leader urgently make contact with the Minister for Finance to introduce legislation to prohibit the granting of a court...

Seanad: Order of Business (15 Dec 2009)

Marc MacSharry: Senator Norris would be correct if it were done through the Enforcement of Court Orders Act but it can be done through any legislation and as it is financially connected I propose we speak with the Minister for Finance, Deputy Brian Lenihan, on the issue. While the anecdotes in the media about people losing their homes make me sad - they are tragic - I am not disappointed that finally it is...

Seanad: Budget 2010: Statements (10 Dec 2009)

Marc MacSharry: I am glad to have the opportunity to make a few points on yesterday's budget. Two days ago Goldman Sachs stated: While the situation in Ireland remains severe, the Government and, more importantly, the Irish public have shown an impressive resolve in responding to the economic and budgetary crisis. Although the Government, the opposition and the trade unions continue to debate where and...

Seanad: Order of Business (9 Dec 2009)

Marc MacSharry: The Senator can give him a No. 1 vote.

Seanad: Order of Business (9 Dec 2009)

Marc MacSharry: I join other Members in acknowledging and welcoming the fact that this is budget day. It is good to see that it is a good, sunny day outside.

Seanad: Order of Business (9 Dec 2009)

Marc MacSharry: As Members contemplate the difficult, painful and severe decisions that clearly will be taken and outlined in today's budget, I hope they can be tolerant of that which clearly is necessary. I do not know what will be contained in the budget.

Seanad: Order of Business (9 Dec 2009)

Marc MacSharry: However, I acknowledge that certain measures appear to have been suggested in the media regarding reductions in excise duties and child benefit. While I do not wish to pre-empt what Members may wish to say in the debate on the budget tomorrow evening, it is clear that it will be extremely difficult. Unquestionably, it will be the most painful budget in the history of the State. I hope and...

Seanad: Order of Business (9 Dec 2009)

Marc MacSharry: On that basis, I would welcome any movement in excise charges. However, I agree with other speakers that not enough is being done in the prevention of alcoholism or in the treatment of alcoholics. More should be done in this regard. This does not suggest one should allow for one price in the Republic, while a less expensive one is on offer two miles down the road. I would welcome any...

Seanad: Credit Institutions (Eligible Liabilities Guarantee) Scheme 2009: Motion (3 Dec 2009)

Marc MacSharry: I move: That Seanad Éireann approves the terms of the draft scheme entitled Credit Institutions (Eligible Liabilities Guarantee) Scheme 2009, a copy of which draft scheme was laid before Seanad Éireann on 30 November 2009.

Seanad: Credit Institutions (Eligible Liabilities Guarantee) Scheme 2009: Motion (3 Dec 2009)

Marc MacSharry: I propose to share time with Senator Boyle.
