Tommy Broughan: When can we expect to see the new road traffic Bill? It is being talked about in the newspapers as if it existed. Last week I asked the Taoiseach about the graduated driver licence Bill, or part of it, and he said no legislation was necessary but clearly it is and he was misled by the Minister for Transport.
