It could not be the Department of Finance because it is part of the issue. I want to put that on the record.

They are free, based on that, to investigate and prosecute if they see fit. However, they have to establish their own evidence trail if they are going to court. The documents are not locked up. There is a famous phrase from a former Minister and political leader who said that if parliamentary questions had been answered as asked, there would have been no need for some of the earlier tribunals. That might not apply to every single case-----
