David Stanton: He has no view.

Social Welfare Benefits. (27 Oct 2005)

David Stanton: He should seek the wisdom of Job.

Social Welfare Benefits. (27 Oct 2005)

David Stanton: Does the Minister agree that income poverty is the basic cause of consistent poverty? Does he have any idea of what the appropriate basic income should be for a family of two adults and three children? He should stop muddying the waters with his waffle. How close is the Minister's estimate to that of CORI?

Social Welfare Benefits. (27 Oct 2005)

David Stanton: No, only the family income.

Social Welfare Benefits. (27 Oct 2005)

David Stanton: The family's basic income.

Social Welfare Benefits. (27 Oct 2005)

David Stanton: The Minister has been around here too long.

Parental Leave (Amendment) Bill 2004 [Seanad]: Second Stage (Resumed). (27 Oct 2005)

David Stanton: I am pleased to speak on this Bill. Can Deputy Keaveney state if her colleague received the phone call in the morning? She has told us half the story. I agree with Deputy Keaveney on the importance of music. I have personal knowledge of this through my family and other children. We are beginning to build social infrastructure after decades of focusing on building our capital infrastructure...

Social Welfare Benefits. (27 Oct 2005)

David Stanton: Question 1: To ask the Minister for Social and Family Affairs the progress he has made in his plans to amalgamate family income supplement, child dependant allowance and back to school clothing and footwear allowance into one second tier payment; and if he will make a statement on the matter. [31230/05]

Social Welfare Benefits. (27 Oct 2005)

David Stanton: I thank the Minister for his response. Has the Minister received the report on the second tier payment? Will he agree that he will not be in a position now to make the necessary changes for the budget and the forthcoming Social Welfare Bill that any such report might suggest? Given that will probably be the case, what are the Minister's plans to introduce a second tier payment in the medium...

Social Welfare Benefits. (27 Oct 2005)

David Stanton: Question 4: To ask the Minister for Social and Family Affairs if it is his Department's policy in regard to the carer's allowance or carer's benefit that when a claimant has his or her payment refused, reduced or stopped, that he or she is fully informed of his or her right to appeal; and if he will make a statement on the matter. [31231/05]

Social Welfare Benefits. (27 Oct 2005)

David Stanton: Does the Minister agree that matters are getting worse in the Department with regard to carers? The target was 80% in eight weeks in 2001 and 26% was achieved, now the target is 70% in 13 weeks and 50% of that has been achieved. Will the Minister comment on that and tell us why it is taking so long for the Department to reach the target? In cases where carer's allowance is stopped, is it the...

Social Welfare Benefits. (27 Oct 2005)

David Stanton: What percentage of decisions, are actually overturned? If the percentage is very high does that mean the deciding officer in the first instance is being too strict and should this be examined to ensure that people are not needlessly put through hardship?

Order of Business. (27 Oct 2005)

David Stanton: The Health Bill was promised for this year but it has been postponed until next year, which is disappointing. When Deputy Micheál Martin was Minister for Health and Children, he considered the matter of clinical drug trials serious enough to refer it to the Commission. The courts found he acted outside his powers, which is not surprising. Will the Government introduce primary legislation to...

Order of Business. (27 Oct 2005)

David Stanton: I am raising the matter of legislation that was put to one side and practices in the 1960s.

Order of Business. (27 Oct 2005)

David Stanton: Will the Government introduce legislation to investigate this matter? The action taken was disallowed by courts because the then Minister exceeded his powers.

Order of Business. (27 Oct 2005)

David Stanton: I have done so. This relates to promised legislation.

Order of Business. (27 Oct 2005)

David Stanton: That is a separate issue. The Minister was acting beyond his powers.

Order of Business. (27 Oct 2005)

David Stanton: The Minister for Health and Children did try——

Order of Business. (27 Oct 2005)

David Stanton: This is very serious. This legislation was promised. The Minister for Health and Children exceeded his powers and legislation was promised to deal with the matter. This has not been done. This matter of alleged of abuse of children in orphanages in the 1960s is being brushed under the carpet, the Government wants nothing to do with it.
