Paul McAuliffe: Mr. Davitt indicated it could be problematic to achieve market value because of gaining access for visitation and so on. Mr. Allen is indicating as part of the process that one concern he has is that legitimate offers would not be followed through. Those are two things we can take away and include in the legislative process.
