Pa Daly: I have one final question arising from what was said. Mr. Keaveney mentioned moving prisoners to open prisons. Prisoners often have to serve half of their prison term before they get sent to an open prison. Is that something that could be changed so prisoners could perhaps be moved at a fairly early stage to an open prison?
