Joint Oireachtas Committee on European Union Affairs: White Paper on the Future of Europe: Discussion (21 Jun 2017)

Terry Leyden: I welcome Mr. Kiely and Mr. Klom and the members of the diplomatic corps and their staff, specifically the ambassador of Georgia. While the White Paper is welcome, the outcome of the negotiations on Brexit will affect the outcome of the White Paper because much of the latter will depend on what happens on Brexit. The negotiations have started well, however. A delegation from the joint...

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: I second Senator Ardagh's amendment to the Order of Business. I ask that the Minister of State, Deputy Moran, would come to the House to speak on when the report on the re-opening of five more Garda stations will be presented. A total of 95 were closed in 2013. It may be a matter for the Minister for Justice and Equality or for the Taoiseach-----

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: -----or a matter for the Minister, Deputy Ross, who pulled off a great stroke. Stepaside Garda station was one of the 95 closed on 31 January 2013 and is the only one that will be re-opened in some shape or form through this interim report that was taken out of context. Other Garda stations such as that in Rush were closed but are not being re-opened. Only one specific station concerned...

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: The point is that I wonder where the Minister, Deputy Naughten, was. He reminds me of the dormouse in "Alice's Adventures in Wonderland". The Senator might know-----

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: Thank you very much. He was in the teapot.

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: The point is that the Minister was present when the decision was made to appoint Máire Whelan as a judge of the Court of Appeal, which she had not even applied for, but he did not know it was happening. Then the Minister, Deputy Ross, gets a decision to open Stepaside Garda station. Garda stations in Ballintubber, Ballyforan, Ballyfarnon, Knockcroghery, Shannonbridge and Tarmonbarry...

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: This was closed under Senator Feighan's watch, by the way.

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: The Minister, Deputy Naughten, could have also made a precondition around reopening the local accident and emergency, which he did not. I am calling on----

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: I am calling on the Minister to demand that this report be presented to the Oireachtas and to identify Tarmonbarry as a strategic and crucial location. I further demand that he follow in the fine example of representational politics set by the Minister for Transport, Tourism and Sport, Deputy Ross, a man who has led the way against stroke politics. Let us follow him and get something done...

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: What about Tarmonbarry?

Seanad: Order of Business (21 Jun 2017)

Terry Leyden: Boyle Garda station was half closed.

Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Second Stage (21 Jun 2017)

Terry Leyden: I welcome the Minister of State to the House and wish him well in his new work, which is a continuation of what he has been doing for some time.

Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Second Stage (21 Jun 2017)

Terry Leyden: There is always a bit of disruption when Ministers change although this Minister of State has not really been changed, he is continuing his work.

Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Second Stage (21 Jun 2017)

Terry Leyden: We are delighted in the west of Ireland that there is a Minister of State in the Galway area beside us in Roscommon.Indeed, his colleague as Minister of State, Deputy Cannon, has also been appointed, as has Deputy McHugh. There is also Deputy Naughten in Roscommon who is in the Cabinet. Deputy McLoughlin and his staff have worked very diligently on this particular issue over a period and...

Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Second Stage (21 Jun 2017)

Terry Leyden: I have tried my best but it is frustrating. That is why I am delighted for Deputy McLoughlin. He felt that it was not moving fast enough but nevertheless, to bring it through the Dáil and through the Seanad as a backbencher without the backing of the Government it is an achievement. If the Government did not want this Bill, the Department would frustrate this as far as it could and it...

Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Second Stage (21 Jun 2017)

Terry Leyden: I did not realise that the Deputy was here. I am sure he has just arrived.

Seanad: Inland Fisheries (Amendment) Bill 2017: Second Stage (20 Jun 2017)

Terry Leyden: I congratulate the Minister of State on his reappointment. I am sure he is delighted. It is nice to be reappointed to an office and he has retained his portfolio in the Department of Communications, Climate Action and Environment. It is a happy day for him and his family and a great honour. I know what it is like myself having had the personal experience of being reappointed in different...

Seanad: Inland Fisheries (Amendment) Bill 2017: Second Stage (20 Jun 2017)

Terry Leyden: Chairman, the fishing rights on the River Shannon are owned by the ESB, and the electricity board does not charge for fishing rights. The argument put forward by the Minister of State is very weak and does not hold water. I believe that agreement has lapsed. Somebody has been misinformed on this issue. I hope it is resolved because the Minister has the power to resolve it.

Seanad: Order of Business (13 Jun 2017)

Terry Leyden: I join the leader of Fianna Fáil, Deputy Micheál Martin, and the Fianna Fáil group in the Seanad in paying tribute to the outgoing Taoiseach, Deputy Enda Kenny. Deputy Kenny served the country well. He and I were elected to the Dáil in 1977. The date of the election was 16 June-----

Seanad: Order of Business (13 Jun 2017)

Terry Leyden: -----and the Government was formed shortly afterwards. I had the great pleasure of voting for Mr. Jack Lynch - honest Jack - and Deputy Kenny voted for Mr. Liam Cosgrave. Of course, Jack won on the day.
