Seanad: Order of Business. (12 Dec 2002)

Joe McHugh: Will the Leader give serious consideration to moving No. 11, motion 7, on the Order Paper from non-Government business to Government business in light of the recent budget, the cutbacks in rural and western areas and the lone furrow Senator Paddy Burke has been ploughing in regard to the Border, midland and western region? Like Senator White, I am a newcomer to the House and I do not know...

Seanad: Alcohol Consumption by Young People: Statements. (11 Dec 2002)

Joe McHugh: I welcome the Minister of State to the House. I appreciate the opportunity to speak on this issue. To know where we are going, but we must find out where we are at. We must start by being honest. As a society, we must say we are a nation which likes to drink. At any festivity or occasion, whether a World Cup in Germany or Florida, we are all flat out on the beer and that is socially...

Seanad: Alcohol Consumption by Young People: Statements. (11 Dec 2002)

Joe McHugh: Publicans threatened to leave the business because they had such a hard time as people were out of control. Young people are not to blame. We can use them as scapegoats and blame them for drinking, but they do not have facilities to which they can go to meet their friends. All young people want to be with their friends or to be in groups where they gain a sense of independence. I passed...

Seanad: Primary Education: Motion. (11 Dec 2002)

Joe McHugh: He likes to spend.

Seanad: Order of Business. (10 Dec 2002)

Joe McHugh: Last week in the budget a cutback of 15% in the capital allowance scheme for hotels over seven years was announced. This will prevent investment in hotels. I refer to the BMW region where tourism infrastructure is at an embryonic stage and the tourism industry is not as well established as it is elsewhere. I ask the Leader to contact the Minister for Arts, Sport and Tourism to establish...

Seanad: Planning and Development (Amendment) Bill, 2002: Second Stage. (10 Dec 2002)

Joe McHugh: I wish to share my time with Senator Terry. While rushing down the corridor to get here, I heard a lot of shouting on the television. Senator Ormonde was speaking with passion. The only thing I heard was her reference to the reality on the ground, at which point I thought she was attacking the Minister, but maybe it was unwise of me to think like that. I have to agree with her in relation to...

Seanad: National Spatial Strategy: Statements. (5 Dec 2002)

Joe McHugh: I welcome the Minister of State, Deputy Gallagher, to the House and congratulate him on his well-deserved appointment. Even while he was in Europe local issues always had a place in his heart and he never left Donegal out of the picture, which is much appreciated. A good decision was made in appointing him Minister of State. From his European experience, the Minister of State will understand...

Seanad: Budget Statement: Motion. (4 Dec 2002)

Joe McHugh: Thank you, a Leas-Chathaoirligh.

Seanad: Budget Statement: Motion. (4 Dec 2002)

Joe McHugh: In deference to the Leader of the House, I will be parochial. This is a bad day. The situation we are discussing has come about over the past two years, not just today. The reins of the economic horse should have been pulled back then, rather than leaving it until now. With regard to Donegal, there is nothing happening in terms of additional investment in roads and other infrastructural...

Seanad: Order of Business. (28 Nov 2002)

Joe McHugh: I have two jobs for the Leader this morning; it will be a busy one for her. I would like her to make representations on behalf of the textile and clothing industry to the Government's spokesperson on Europe, the Minister of State at the Department of Foreign Affairs, Deputy Roche, and ask him to initiate anti-dumping measures against Turkish imports with the European Commission. We have...

Seanad: Order of Business. (28 Nov 2002)

Joe McHugh: No. I spoke about this issue three weeks ago.

Seanad: Order of Business. (27 Nov 2002)

Joe McHugh: Will the Leader arrange for the Minister for Community, Gaeltacht and Rural Affairs, Deputy Ó Cuív, to attend the House for a debate on the Downings Harbour development project? Urgent confirmation of the project is required. A community led development group in Downings was given a commitment of €631,000 by the former Minister, Deputy McDaid, on behalf of the previous Government.

Seanad: Order of Business. (27 Nov 2002)

Joe McHugh: Confirmation is needed because the money earmarked for the project has been withdrawn. This constitutes a serious breach of faith by the last Government, which is the same as the current Government.

Seanad: Order of Business. (27 Nov 2002)

Joe McHugh: Not one cent has been made available for Downings Harbour. Since the situation is serious the Leader should confirm whether the money has been withdrawn.

Seanad: Adjournment Matters. - School Transport. (27 Nov 2002)

Joe McHugh: While this may seem a parochial issue, it is relevant to other parts of the country. A few weeks ago students in Ramelton, County Donegal, protested at bus overcrowding. They considered that a basic human right had been removed from them. Their protest involved them walking in the rain from Ramelton to and from two schools in Milford. In this instance students decided that their educational...

Seanad: Adjournment Matters. - School Transport. (27 Nov 2002)

Joe McHugh: I thank the Minister of State for his response. We are aware that there is a three person per two seat ratio but perhaps we can review the whole issue because we are talking about young adults of 17, 18 and 19 years of age. On this particular bus there is an average of ten to 15 students standing because two people on the seat will not move to make room for a third person. Perhaps this can be...

Seanad: Book of Estimates, 2003: Statements. (21 Nov 2002)

Joe McHugh: What about 1977?

Seanad: Book of Estimates, 2003: Statements. (21 Nov 2002)

Joe McHugh: I wish to share time with Senator Browne.

Seanad: Book of Estimates, 2003: Statements. (21 Nov 2002)

Joe McHugh: This has been a most interesting afternoon in terms of learning new elements of economics. I know it was not always an exact science and many commentators would still believe it is not an exact science. In his contribution Senator Mansergh mentioned the lead up to the last general election and referred specifically to the economic cycle as being suspended. I have never heard of an economic...

Seanad: Order of Business. (20 Nov 2002)

Joe McHugh: What is the question?
