Leaders' Questions (27 Nov 2013)

Enda Kenny: There are requirements and codes and targets set out and-----

Leaders' Questions (27 Nov 2013)

Enda Kenny: -----being implemented by the Central Bank to work out a solution in each and every case. The Governor of the Central Bank has been very clear about the targets set by the Central Bank for banks and lending institutions to work out solutions in each and every case. It is perfectly obvious that the people who are applying for mortgages and who are in a position to purchase houses are not...

Leaders' Questions (27 Nov 2013)

Enda Kenny: This is not a simple matter to sort out either. I spoke to somebody on the street the other night from a county outside Dublin who had had a row with his spouse, was on the streets and, according to himself, will be on them for a couple of weeks. At this time of the year, this issue becomes much more of a focus both for agencies dealing with it and because of the time of the year when the...

Leaders' Questions (27 Nov 2013)

Enda Kenny: This is always a matter of concern and a topical debate. Since the special delivery unit was initiated in July 2011, significant progress has been made in a range of areas resulting in reducing the number of patients on hospital trolleys and on waiting lists. By the end of last year there was a 98% decrease in patient day case waiting lists over nine months, a 95% decrease for children...

Leaders' Questions (27 Nov 2013)

Enda Kenny: Where did they come from?

Leaders' Questions (27 Nov 2013)

Enda Kenny: Of course, the Deputy ran a mile from it himself when he had responsibility for this area. At least the Minister, Deputy Reilly, has faced up to the challenge and is doing something about it. For 2013, as set out in the HSE service plan, the target maximum wait for inpatient and day case procedures is eight months for adults and 20 weeks for children. The waiting time for a routine GI...

Order of Business (26 Nov 2013)

Enda Kenny: This is an important issue with implications for provincial Ireland. I expect to have a meeting with the Minister for Agriculture, Food and the Marine very shortly.

Order of Business (26 Nov 2013)

Enda Kenny: The Deputy has raised this several times. The Minister for Children and Youth Affairs informs me that there is a great deal of serious work going on to see if there are possible legal solutions. It is not an easy situation to resolve. The Minister is very committed to seeing whether there is a legal solution to the problem for the small number of families involved for whom it is a very...

Order of Business (26 Nov 2013)

Enda Kenny: I do not have a date for publication of that Bill but I will report progress on it to Deputy Butler.

Order of Business (26 Nov 2013)

Enda Kenny: On the Deputy's question on legislation, the first thing to note is that the Protected Disclosures Bill has gone through the Seanad and is now awaiting Second Stage here. Clearly it is a matter for the Whips to divide the time on this. I do not expect that should be unduly delayed for any reason. I do not have the details of the comments of a member of the Judiciary from the court case...

Order of Business (26 Nov 2013)

Enda Kenny: The merchant shipping (registration of ships) Bill is due in this session as is the roads (amendment) Bill.

Order of Business (26 Nov 2013)

Enda Kenny: I suggest the Deputy take up the investigation of comments about facilities at sea directly with the Minister or raise it if he gets consent from the Ceann Comhairle.

Order of Business (26 Nov 2013)

Enda Kenny: The Bill was discussed this morning and approval was given to the Minister for the Environment, Community and Local Government to publish the water services Bill and to have it dealt with here before the close of business for this session. A second Bill will be required and will be dealt with in the spring. In respect of the troika requirement for the water services Bill, that was decided...

Order of Business (26 Nov 2013)

Enda Kenny: The heads of that Bill were cleared on 19 November. Many different groups are involved in this issue. Some 5,200 people will die in this country directly as a result of smoking. The Bill will go to the Oireachtas committee for hearings and Deputy Buttimer is in charge of that. I am sure he will take input from across the board.

Order of Business (26 Nov 2013)

Enda Kenny: Report Stage of that Bill will be taken today and the Deputy will have an opportunity to refer to that as the Ceann Comhairle has pointed out to him. The EirGrid Bill is due for publication early next year.

Order of Business (26 Nov 2013)

Enda Kenny: In respect of current difficulties, the consultation period has been extended by the Minister for Communications, Energy and Natural Resources to 12 January.

Order of Business (26 Nov 2013)

Enda Kenny: That important Bill is awaiting Committee Sage in the Seanad. The Whips there will make arrangements for when it is to be taken.

Order of Business (26 Nov 2013)

Enda Kenny: It is entirely a matter for the Seanad.

Order of Business (26 Nov 2013)

Enda Kenny: I do not have good news on that. It will be late next year.

Order of Business (26 Nov 2013)

Enda Kenny: The Betting (Amendment) Bill is on Second Stage. It is moving through the process. We were supposed to have the heads of the Horse Racing Ireland Bill this session but it will not happen until the end of the year, therefore, it will be spring before the Bill is deal with.
