It clearly references the issue of remuneration in that non-Exchequer sources may not be used or supplements approved. Is the circular not the guiding document we should all be using as regards public sector pay?

Jerry Buttimer: Mr. Tegerdine said in his presentation that 17 recommendations had been implemented, that a further three were in progress and that it was not possible to implement two of them. If my maths are right, that is an implementation rate of approximately 77%. Is Mr. Tegerdine satisfied with this?
