Written Answers — Water and Sewerage Schemes: Water and Sewerage Schemes (14 Feb 2006)

Jerry Cowley: Question 197: To ask the Minister for the Environment, Heritage and Local Government his views on whether it is unfair to ask non-residential residents of rural areas to pay enormous contributions towards sewerage schemes; his views on whether the requested €3 million towards the long awaited Achill sewerage scheme is impossible for local business; his further views on the fact that the...

Written Answers — Infectious Diseases: Infectious Diseases (14 Feb 2006)

Jerry Cowley: Question 233: To ask the Tánaiste and Minister for Health and Children the medical treatment in the line of prescribed drugs that is available to patients infected with the HIV virus; the reason some patients do not receive any prescribed drugs at all; and if she will make a statement on the matter. [4954/06]

Written Answers — Postal Services: Postal Services (14 Feb 2006)

Jerry Cowley: Question 373: To ask the Minister for Communications, Marine and Natural Resources his views on issuing a stamp in honour of Michael Davitt, to whom Ireland and especially the west owes a tremendous debt, in view of the fact that 2006 is the centenary of his death; and if he will make a statement on the matter. [5847/06]

Written Answers — Social Welfare Code: Social Welfare Code (9 Feb 2006)

Jerry Cowley: Question 23: To ask the Minister for Social and Family Affairs if the parameters of the living alone allowance will be changed to enable people living alone who qualify for the household benefits package to also qualify for LLA and have same age related rather than on a qualifying basis; and if he will make a statement on the matter. [4602/06]

Social Welfare Benefits. (9 Feb 2006)

Jerry Cowley: I wish to raise two issues with the Minister. First, we were talking about young carers but a large number of people caring for others are spouses and are themselves elderly. What provisions has the Minister in mind in respect of caring for the carers? Who cares for the carers? Many carers who have precarious health problems need support. Second, I wish to address the community and voluntary...

Social Welfare Benefits. (9 Feb 2006)

Jerry Cowley: Question 7: To ask the Minister for Social and Family Affairs if he will extend free travel to older Irish emigrants, at the very least to Irish pensioners living in the UK, when they return here on their holidays; and if he will make a statement on the matter. [39320/05]

Social Welfare Benefits. (9 Feb 2006)

Jerry Cowley: I thank the Minister for his reply. I challenge him to try harder to ensure free travel for our emigrants when they come home to Ireland, particularly on holidays. I am disappointed it has not happened to date though I do not doubt the sincerity of the Minister's belief that this should happen. The Minister cannot use economic arguments as these people are economic migrants who gave €3.5...

Social Welfare Benefits. (9 Feb 2006)

Jerry Cowley: The Minister stated the legal advice he received is that if free travel is given to one section of EU citizens, it must be given to all. The Minister stated a concession can be made for Northern Ireland to allow old age pensioners to travel to and from both jurisdictions, albeit a limited concession. Surely there is a precedent for extending that to the Irish pensioners living in the UK....

University College Galway (Amendment) Bill 2005 [Seanad]: Second Stage. (9 Feb 2006)

Jerry Cowley: Tá an-áthas orm a bheith ag caint faoin mBille seo. Tá an-aithne agam ar Ollscoil na Gaillimhe, mar is é sin an áit ina raibh mé ar feadh na mblianta fada nuair a bhí mé ag staidéar an leighis. Bhí mé ann chomh maith chun an dlí a staidéar ina dhiaidh sin. Ba mhaith liom fáilte a chur roimh uachtarán an choláiste, Iognáid Ó Muircheartaigh, atá sa Gallery. Ba mhaith liom...

University College Galway (Amendment) Bill 2005 [Seanad]: Second Stage. (9 Feb 2006)

Jerry Cowley: In my dealings with doctors' unions, I note the medical profession is always keen to see an increase in the number of doctors. The difficulty was with the universities. Ní raibh an t-airgead acu chun an rud a dhéanamh. Ní raibh a dhóthain airgid acu chun níos mó dochtúirí a chur amach agus dá bharr sin, ní raibh na dochtúirí le fáil. I greatly welcome the increased role of the...

Order of Business. (9 Feb 2006)

Jerry Cowley: The HSE western area is the size of Northern Ireland with a population of 350,000 people. It has eight consultant urologists. There are boxes of applications from GPs dating back to 1998, eight years, for patients to be seen by a consultant urologist in Galway. One man who has been waiting for one and a half years has now developed cancer.

Order of Business. (9 Feb 2006)

Jerry Cowley: Is legislation envisaged to ensure people are treated equally so the people of County Mayo can have the same chance of a normal lifespan as the people living in Dublin? I ask the Minister, Deputy Noel Dempsey, to answer that question on behalf of the Government.

Order of Business. (9 Feb 2006)

Jerry Cowley: Is the Government interested in keeping people alive or do those of us living in the west matter? Will the Government set up a consultant urology unit in Mayo General Hospital in Castlebar?

Order of Business. (9 Feb 2006)

Jerry Cowley: I wish it was enacted. The Constitution is not taking care of it.

Requests to move Adjournment of Dáil under Standing Order 31. (9 Feb 2006)

Jerry Cowley: I seek the adjournment of the Dáil under Standing Order 31 to debate a matter of major local and national importance, namely, why Mayo patients must still wait for up to eight years for an urgent urology hospital appointment in Galway, and why an 80 year old man, who clinically has cancer of the prostate, has already been waiting for 16 months to see the consultant urologist in Galway for...

Written Answers — Community Development: Community Development (8 Feb 2006)

Jerry Cowley: Question 125: To ask the Minister for Community, Rural and Gaeltacht Affairs his views on whether all areas of County Mayo should be covered under schemes administered by his Department; the steps he will take to include the county as a whole in all schemes; and if he will make a statement on the matter. [4398/06]

Written Answers — Rural Social Scheme: Rural Social Scheme (8 Feb 2006)

Jerry Cowley: Question 150: To ask the Minister for Community, Rural and Gaeltacht Affairs the reason a person (details supplied) in County Mayo could not participate in the rural social scheme as that person is a lone parent; and if he will make a statement on the matter. [4397/06]

Future of Irish Farming: Motion (Resumed). (8 Feb 2006)

Jerry Cowley: We, in Ireland, are good Europeans but sometimes we go a bit too far. The Government has, on more than one occasion, thrown out the baby with the bath water such is its wish to keep in with its European partners and to be seen as good Europeans. Following the habitats directive, when the Government totally over-did it by designating far beyond what should have been designated, we are still...

Future of Irish Farming: Motion (Resumed). (8 Feb 2006)

Jerry Cowley: Just to finish farmers off altogether, an entire economy dependent on farmers will suffer — shopkeepers, suppliers etc. Today the IFA pulled out of the partnership talks, but it did not do it lightly. So seriously has the IFA seen this issue that even though it represents 20% of the economy, it has still pulled out of the talks because it is fed up. This will impact on all farmers across...

Finance Bill 2006: Second Stage (Resumed). (8 Feb 2006)

Jerry Cowley: Deputy Kelly has the floor. Deputy Durkan will have the opportunity to respond shortly.
