Maria Bailey: To clarify, the legislation has been examined and agreed section by section and there is no provision for voting on the Bill as a whole. Maria Bailey: I wish to clarify something. We are talking about the national planning framework. We are discussing whether it is under-funded by the capital investment plan. We are not talking about the budget recently passed. It is about a plan for Ireland.
