Dan Neville: I welcome the opportunity to contribute to the debate and congratulate Deputy Reilly for bringing it forward. I want to refer to an issue raised on "Morning Ireland" today, namely, the placing of four teenagers in adult psychiatric units in Waterford, which has drawn attention to a much wider problem. It must be remembered that 200 children were admitted nationally to adult units last year....

Dan Neville: Will the Taoiseach indicate when the mental capacity Bill to reform the law on mental capacity in connection with vulnerable adults and the law will be introduced? Language is very important in terms of drafting legislation on mental health. The use of the word "insanity" has a stigma attached. Perhaps those who draft legislation would consider the use of the word "insanity" in law.
