Eoin Ó Broin: I understand that. The other factor which already mitigates that having a negative impact is a significant amount of the approved housing bodies' borrowing is already factored into the debt because it is coming from the housing finance agency. It is only the additional bit that is coming from the private banks or, I presume, the credit unions.

When somebody is in homeless accommodation, emergency offers of accommodation are not made on the same basis, so that very often somebody will be offered accommodation not in their area of preference but so far away from their area of preference and family support networks that it is not an appropriate offer.
