This measure was provided for in the European Union (Manufacture, Presentation and Sale of Tobacco and Related Products) Regulations 2016 which transposed EU Directive 2014/40/EU on the manufacture, presentation and sale of tobacco and related products ('the Tobacco Products Directive').
