- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: As regards precedents for a scenario, if such a precedent exists, it is wrong and is a matter that should be visited at the first legislative opportunity afforded to each line Minister. This is because there is in place a recruitment process and there is a scenario that must be followed. This provision shows blatant disregard for that and it is being used as an excuse to state this is how...

- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: I move amendment No. 6: In page 10, line 17, after "opinion," to insert the following: "such opinion being corroborated by independent written medical advice,".
- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: I support these amendments and think there is no reason not to accept them. It is vital the public has confidence that when those holding key positions appear before Oireachtas committees, there is not a refuge which can be mischievously used. It is not that that would be the case but Senators mentioned the recent appearance at the Committee of Public Accounts, which was clearly...
- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: I move amendment No. 11: In page 19, line 14, after ?Minister,? to insert the following: "including performance targets set by the Minister,".It is vitally important that targets are set by the Minister and included in the service plan. That is reasonable and it would give people something to aim for. Sometimes targets are not reached but it is important to have a route to try to...
- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: I move amendment No. 15: In page 26, between lines 37 and 38, to insert the following:?23.?Any officer/employee of the Executive shall be tax resident in Ireland for the duration of his or her employment by the Executive.?.My colleague, Senator Thomas Byrne, who had to leave, spoke on this amendment the last day. It is important that any advisers or consultants the Minister is seeking shall...
- Seanad: Social Protection: Statements (Resumed) (24 Oct 2012)
Marc MacSharry: I welcome the Minister and the opportunity to make a few brief points. Everyone appreciates the Minister is in a very difficult position. She is more used to being in my position than that which she is in now and she will know that whatever she does, she will be wrong. That is the difficulty the Minister for Social Protection faces at this time. Senator Kelly made a point I was thinking...
- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: I move amendment No. 2: In page 6, to delete lines 31 to 34. I welcome the Minister to the House and again thank him for making himself available to the House as opposed to sending one of his junior colleagues. We are very appreciative of that. As on Committee Stage, our difficulty with the section is that one cannot get the job unless one has had the job. That is flawed. It does not...
- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: I would.
- Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)
Marc MacSharry: I am afraid I must press it.
- Seanad: Order of Business (24 Oct 2012)
Marc MacSharry: Not too many sporting organisations are in receipt of ¤3.5 million.
- Seanad: Order of Business (24 Oct 2012)
Marc MacSharry: I second the amendment to the Order of Business. I seek a debate in the near future on the supports being given by the Department of Transport, Tourism and Sport to the sporting organisations in the country, particularly the Football Association of Ireland, which in 2011 and 2012 received in the region of ¤3.4 million. As a soccer fan I know the Leader will be aware that at the weekend...
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: Take it as read.
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: Does the Senator have a question?
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: I welcome the fact that the German statement last weekend had positive implications from an Irish perspective but the game changer predicted last June has not materialised. The celebratory tone and action of the past number of days has not been reasonable in the context of considering our position on this issue. The Taoiseach and his Ministers need to go to their counterparts in Brussels...
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: The Taoiseach might take time out of his busy schedule to come to the House to tell us what are his plans to tackle this issue because rhetoric is all we have had over the past number of months. A statement by the German, Finnish and Dutch finance Ministers cast doubt on the so-called game changer of last June and then we had an announcement at the weekend that we are special. To say that...
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: To say that "We're special" will do nothing for the mortgage issues in this country.
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: To say that "We're special" will not prevent anybody from having their home help hours cut. They are the realities. To say that "We're special" does not cut the mustard, it is not good enough. Government Members can take their celebratory tone back to the Taoiseach and tell him the people of Ireland will no longer put up with this rhetoric.
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: We want to see some action, finally. Other Senators can shout at me as long as they want but because I am here longer than them, I can stand longer than them and I can shout louder than them. To say that "We're special" does not cut it any more. Let us see some real action rather than this week-on-week rhetoric from the Taoiseach and others.
- Seanad: Order of Business (23 Oct 2012)
Marc MacSharry: Yet.
