Eoghan Murphy: I want to come in then on that issue of the summonses, if I may. Most of it has been addressed. The Comptroller and Auditor General's report refers to 92,650 cases struck out because there was no summons issued but there was a court date. Who has issued the summons in that instance? Is it the garda who noted the offence and reported it? He is then responsible for issuing the summons.
