Committee on Budgetary Oversight: Recent Cost-of-Living Measures: Discussion (11 May 2022)

Patricia Ryan: I thank the guests and apologise that I missed the beginning of the meeting. I was in a meeting and in the Chamber as well. I have a question I encountered through a constituent this week. It concerns fuel costs, as well as consequent delivery costs and inflation on goods. The gentleman in question was a haulier who wished to avail of the diesel rebate scheme. He has a number of...

Committee on Budgetary Oversight: Recent Cost-of-Living Measures: Discussion (11 May 2022)

Patricia Ryan: The tank they use does not take the full amount of diesel required for the scheme on a regular fill. We need to address the issue. If they get 8,000 l of fuel per week over five deliveries and pay by credit card, they do not qualify for the scheme. However, if they buy 8,000 l in four deliveries, they do. That is the difficulty.

Committee on Budgetary Oversight: Recent Cost-of-Living Measures: Discussion (11 May 2022)

Patricia Ryan: Does the Department expect that further measures to address the rising cost of living will be required in advance of budget 2023? If not, what might change the prospect of future measures being required?

Committee on Budgetary Oversight: Recent Cost-of-Living Measures: Discussion (11 May 2022)

Patricia Ryan: I thank the witnesses. That is much appreciated.

Committee on Budgetary Oversight: Recent Cost-of-Living Measures: Discussion (11 May 2022)

Patricia Ryan: Perfect, I appreciate that. Have the recent measures to address the impact of inflation on public works contracts impacted on the forecasts of the SPU?

Affordable Housing: Motion [Private Members] (10 May 2022)

Patricia Ryan: Last month my colleague, an Teachta Ó Broin, and I met officials from the housing department at Kildare County Council. They were diplomatic in their answers, but it is clear they are working with one hand tied behind their back. Finance decisions from the Department are taking too long. Approved housing bodies are hamstrung. While many people may be critical of Kildare County...

Accommodation Needs of Those Fleeing Ukraine: Statements (5 May 2022)

Patricia Ryan: I express my solidarity with the people of Ukraine. Their resistance has been heroic and inspirational in the face of the reprehensible actions of their much larger neighbour. The stories coming out of Ukraine about the war crimes that have been committed are sickening. The recent simulation shown on Russian TV must be met with a strong response. We are long past the time to expel the...

Committee on Budgetary Oversight: Stability Programme Update 2022: Minister for Finance (4 May 2022)

Patricia Ryan: I thank the Minister and offer my condolences to him. I will start by going back to what Deputy Doherty said about the Ukrainian humanitarian contingency. We all had a discussion about it this afternoon. Is there anything forthcoming from the EU or any other organisation to cover any of the costs related to welcoming refugees from the conflict?

Committee on Budgetary Oversight: Stability Programme Update 2022: Minister for Finance (4 May 2022)

Patricia Ryan: What measures does the Department take in order to address the labour shortages in key sectors? We heard Deputy Durkan talk about HGV drivers, etc., but I am quite concerned about the chronic carer shortage we have. Is there any incentive for family carers? Will the Government introduce a minimum living wage for the sector? Carers are really struggling.

Committee on Budgetary Oversight: Stability Programme Update 2022: Minister for Finance (4 May 2022)

Patricia Ryan: I appreciate that and thank the Minister for his answer, but I am quite concerned. We have discussed the cost of living. Some of these people are really struggling. In many cases the people who come to my door are struggling with either food or fuel poverty, and carers are at the top of that list, so I would like to see a minimum living wage for the sector at some point. The committee...

Committee on Budgetary Oversight: Stability Programme Update 2022: Minister for Finance (4 May 2022)

Patricia Ryan: My final question is an ask. Does the Department have any plans to change the taxation of motorists and vehicles, given a reduction in revenue will happen as petrol and diesel cars are phased out? Deputy Canney asked a question about local authorities and sought details on the funding. Will the Minister provide me with those details also? I have attended recent local authority meetings at...

Committee on Budgetary Oversight: Stability Programme Update 2022: Minister for Finance (4 May 2022)

Patricia Ryan: On motor taxation, if people can afford to tax their car earlier, as we are all aware, it will cost them less than if they are on a lower income and are being taxed every three months. At some point we need to do something about this because people on lower incomes are very stressed. They need to have their vehicles taxed, for obvious reasons and to avoid fines and so on, but because they...

Committee on Budgetary Oversight: Stability Programme Update 2022: Minister for Finance (4 May 2022)

Patricia Ryan: I thank the Minister.

Child Care (Amendment) Bill 2022: Second Stage (28 Apr 2022)

Patricia Ryan: The need for reform of the law governing the guardian ad litemsystem is long overdue. Guardians ad litemare appointed by the courts to make sure young and vulnerable people have a voice in court when life-changing decisions are being made about them. They advise the courts about the wishes and needs of young people and need to represent the interests of young people in the highly stressful...

Ceisteanna ar Pholasaí agus ar Reachtaíocht - Questions on Policy and Legislation (27 Apr 2022)

Patricia Ryan: The programme for Government contains a commitment to finalise and publish the wind energy guidelines. These have been under review since 2013 - I repeat, 2013. We must protect communities such as Rathangan, Edenderry, Derrinturn and Carbury from a 50-turbine wind farm that has been proposed by Bord na Móna. If there are to be onshore wind turbines, we must have guidelines to protect...

Ceisteanna ar Pholasaí agus ar Reachtaíocht - Questions on Policy and Legislation (27 Apr 2022)

Patricia Ryan: The review has been ongoing since 2013. When will we have these guidelines?

Home Heating Fuels: Motion [Private Members] (26 Apr 2022)

Patricia Ryan: I commend my colleagues on bringing this motion before the House. I cannot believe I must stand here to try to convince the Government to help people in dire straits. I cannot believe I must explain the hardship that people are living through. I certainly cannot believe, and I will not believe, that the Deputies sitting opposite in the Chamber are unaware of what is happening outside this...
