Catherine Murphy: Let us suppose that transparency is lacking. There is a ring-fenced fund of €410 million, but it will be more than €500 million next year. Is it fair to say that if this revenue was to be used to fund a retrofit scheme or a pay-as-you-save scheme ,it would have a different effect from using it as part of general taxation?
