Catherine Murphy: The big problem is the procurement officers are all individuals. The sectors could possibly do better if they worked as one entity. Ireland is a very small country. There could be an advantage in having one procurement officer for a sector. That is where a lot of the potential advantage is being lost. We are probably also losing Irish jobs as a consequence.
