Paul Coghlan: When will Report Stage be taken?
- Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Committee and Remaining Stages. (11 Feb 2003)
Paul Coghlan: If it is taken later today, this matter will not be reviewed by then.

Paul Coghlan: No.
- Seanad: Order of Business. (6 Feb 2003)
Paul Coghlan: What about the vow of silence?
- Seanad: Order of Business. (6 Feb 2003)
Paul Coghlan: Will the Leader outline to the House the Government's intentions regarding the mooted proposals that An Post cut postal deliveries to three or four days per week and the suggestion that different postal rates would apply to different parts of the country? Surely that would be blatantly discriminatory against everyone living beyond the Pale.
- Seanad: Order of Business. (5 Feb 2003)
Paul Coghlan: I, too, strongly support my colleague, Senator Brian Hayes, in his concerns about crime. Unfortunately, criminal communities seem to be growing and are a threat to our democracy. I would not go as far as saying there are no-go areas but certain areas are very dangerous. We might need more legislation or more gardaà or a combination of the two but the Government needs to address this problem....
- Seanad: Order of Business. (5 Feb 2003)
Paul Coghlan: Again, it is a question for the Leader. There is obviously a serious Garda manpower shortage and we have to resort to the Army. However, the point is that troops are not being deployed in combat mode.
- Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Second Stage. (5 Feb 2003)
Paul Coghlan: I welcome the Tánaiste and the Bill. The Tánaiste has outlined the background to the establishment of the SFI from its small beginnings as a sub-division of Forfás in 2000. Establishing Science Foundation Ireland on a statutory basis is a radical but very welcome departure as the country seeks to build a global knowledge-based economy. It is obvious, as the Tánaiste has pointed out, that...
- Seanad: Industrial Development (Science Foundation Ireland) Bill 2002: Second Stage. (5 Feb 2003)
Paul Coghlan: Until I obtain a ruling from the Committee on Procedure and Privileges, and given my current predicament, I intend to continue to operate as I am doing now. Significantly, Dr. Harris has stated: Our role at SFI is to be a catalyst and make those things happen. In the US the National Science Foundation was established and was one of the principal Government tools that helped shape the colleges...

Paul Coghlan: It is always good to retain one's manners.

Paul Coghlan: Was it in Montenotte or Mayfair?
- Seanad: Order of Business. (4 Feb 2003)
Paul Coghlan: In view of the serious breaches of security at Shannon Airport, will the Leader tell us how many penalty points Deputy Brennan has incurred as Minister for Transport? On a more serious note, we all support the right to peaceful protest but none of us condones the wanton acts of vandalism that have occurred at the airport. I fully support the remarks of my colleague Senator Finucane in this regard.
- Seanad: Order of Business. (4 Feb 2003)
Paul Coghlan: No doubt the Leader leaves that to her constituency colleague in the other House.
- Seanad: Order of Business. (4 Feb 2003)
Paul Coghlan: The Leader means she is content to let the hare sit.
- Seanad: Order of Business. (30 Jan 2003)
Paul Coghlan: I also support Senator Finucane and others in their comments on crime. While the release of the two abducted men is to be welcomed, the situation in Limerick is, unfortunately, continuing to spiral with a further abduction and murder taking place. The Leader promised yesterday that she would enlighten us about what Bills will be dealt with in the House between now and Easter. Perhaps she will...
- Seanad: Order of Business. (29 Jan 2003)
Paul Coghlan: I strongly support Senator Brian Hayes's call for a debate on the situation in Iraq. In common with other Senators, I ask the Leader to arrange for the Minister for Justice, Equality and Law Reform to come to the House. I am particularly concerned about the huge unevenness and wide variation in the handling of cases relating to child pornography and the downloading of material from the...
- Seanad: Order of Business. (29 Jan 2003)
Paul Coghlan: And the question of jurisdiction.
- Seanad: Order of Business. (12 Dec 2002)
Paul Coghlan: I support Senator Brian Hayes in regard to the most unfortunate incident in County Monaghan. It appears there is a shocking shortfall, if not a total absence, of accident and emergency services in the county. Some well-informed medical professionals have stated this type of tragic incident could potentially occur in as many as 5% of cases. The Leader indicated either yesterday or on Tuesday...
- Seanad: Order of Business. (12 Dec 2002)
Paul Coghlan: It is payback time.
- Seanad: Order of Business. (11 Dec 2002)
Paul Coghlan: Senator Finucane raised the important matter of the Convention on the Future of Europe, which the House discussed briefly on a previous occasion. I propose that we invite our three representatives at the convention, Deputy John Bruton, Proinsias De Rossa MEP and the Minister of State, Deputy Roche, to the Houseâ
