David Norris: One has to do one or the other. Senator Leyden asked whether the Government supports the O'Rourke report. I am happy to provide the answer, which is "No". How do I know that? On the first day I returned to the House I tabled a motion on it and the Government side of the House voted against it.

I respectfully suggest that we should not accept the proposed Order of Business. There should be a debate on No. 1; it should not be passed without debate.
