Bernard Durkan: How does the Department propose to handle emergencies that may arise from time to time, for example, service providers’ staff being out ill or otherwise unable to attend on the day? How well organised is the system to deal with such issues? The person availing of the service cannot postpone it for a day or a week. How will gaps be filled during emergencies?

Bernard Durkan: What I am trying to get at with these questions is a standardised quality of service. If there is no service in an area for a day, two days or whatever the case may be, it causes problems for the person availing of it. Is there any way an emergency service can be provided in those circumstances in order to ensure the patient is not left on his or her own?
