In regard to the maintenance of the integrity and so forth of participants, is Horse Racing Ireland proposing the establishment of one structure in the form of a committee and, if so, does that proposal have the support of all other stakeholders? Martin Ferris: I move amendment No. 29:In page 11, line 25, to delete "may" and substitute "should".It is ambiguous to state that in a case like this, the Minister "may" require that a plan be revised and updated. It would strengthen the Bill to include a reference to the Minister having to state reasons for revising and updating a plan.
