In regard to the maintenance of the integrity and so forth of participants, is Horse Racing Ireland proposing the establishment of one structure in the form of a committee and, if so, does that proposal have the support of all other stakeholders? It would strengthen the Bill to include a reference to the Minister having to state reasons for revising and updating a plan.
