Róisín Shortall: It is important to clarify that the Government has been in the process of extending universal general practitioner, GP, care to different cohorts but it is an entirely different matter to have a benefits package.

Róisín Shortall: Apart from the 43% of people who have medical cards, the political decision was to extend free GP care to different age cohorts but not universal primary care. It is only GP care. The other services are not covered.
