Seanad: Order of Business. (2 Apr 2003)

Paul Coghlan: Yesterday, the Leader kindly indicated that she would allow a debate on the Law Reform Commission report on tribunals in the near future. This debate should include the views expressed in an article in the current issue of Public Affairs Ireland by Mr. Justice Smith on related matters. It is disturbing to learn from that article that Ireland is now ranked 23rd in the corruption index, behind...

Seanad: Humanitarian Crisis in Iraq: Statements. - Regulatory Reform: Motion. (2 Apr 2003)

Paul Coghlan: I welcome the Tánaiste. We are aware of her keen interest in this area, particularly in regard to insurance. I look forward to the ongoing work of the Competition Authority as outlined by Senator Leyden. I welcome the motion and the opportunity to speak on the various matters highlighted in the Competition Authority's report. Of its nature, it is something of a preliminary report which is...

Paul Coghlan: The Tánaiste is already aware of the Senator's views.

Seanad: Humanitarian Crisis in Iraq: Statements. - Regulatory Reform: Motion. (2 Apr 2003)

Paul Coghlan: The Senator came out of it best. Engineers do very well.

Seanad: Order of Business. (1 Apr 2003)

Paul Coghlan: As ever, I will be brief. I support the call by Senator Dardis for an examination regarding the Law Reform Commission's publication on tribunals and how they might become more cost efficient. As we are all aware, the key question to be resolved is the extent to which we would limit the entitlement to constitutional justice of the citizen and be consistent with fair procedures. I am delighted...

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: The Leas-Chathaoirleach was most generous to Senator Leyden. I did not realise one could waffle so much about the word "granted".

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: I wish the Senator had done so. The Minister proposes to remove the word "granted". I am more in tune with the arguments made by the Leader of the House and Senator Tuffy. We are trying to be good Europeans but Senator Leyden sounded like he almost regretted that we had passed the Nice treaty. However, I must be generous. I am sure that, as the Leader of the House said, the Senator means...

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: I am discussing section 2 which allows a charge to be brought against an employer.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: Yes. That amendment relates to section 2. I welcome the amendment and agree with the arguments made by the Leader of the House and Senator Tuffy. Amendment agreed to.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: The two Senators are cosying up to one another again.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: If we listen to what the Central Bank is saying, that is changing a little.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: Perhaps that is what is causing Senator Leyden to be gloomy.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: The fog of war is affecting him.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Paul Coghlan: I agree with this safety measure. We have had the warnings in the Central Bank report about the considerable slowdown in growth and employment. This safety measure is necessary. Senator Tuffy referred to the mantra of the Government, but we will hear a lot less of it and I suspect it is about to be abolished. I agree with the amendment. Amendment agreed to. Amendment No. 14 not moved. Section...

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: I second the amendment on the basis that the fine could, in some circumstances, prove excessive. The owner of a small shop or guesthouse in a rural area might inadvertently employ someone illegally. I agree with the thrust of the Bill, but this penalty could prove exorbitant in the case of an inadvertent offence.

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: Senator Leyden likes to—

Paul Coghlan: I second the amendment.

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: No. In terms of the Central Bank warning, I already welcomed the Minister's position in this regard as a necessary safety measure.

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: I want to be associated with the words of thanks to the Minister of State and his staff with regard to the Bill. I am glad Senator Leyden is happy about everything again because at the outset I thought there was a bit of internal opposition on the Government side of the House. It appears, however, that matters have been worked out by the Senator and the Leader.

Seanad: Employment Permits Bill 2003: Report and Final Stages. (1 Apr 2003)

Paul Coghlan: I apologise, I did not mean to be discourteous to the Cathaoirleach but the smile on the Leader's face was somehow attractive. I am glad everything is all right on the opposite side of the House, and I thank the Minister of State.
