Paul Coghlan: I have.

Seanad: Order of Business. (15 Apr 2003)

Paul Coghlan: I would not let you down that way.

Seanad: Order of Business. (15 Apr 2003)

Paul Coghlan: The right man for the right time. Go raibh maith agat, a Chathaoirligh. I knew you would appreciate it.

Seanad: Order of Business. (15 Apr 2003)

Paul Coghlan: I very much welcome you back.

Seanad: Order of Business. (15 Apr 2003)

Paul Coghlan: I second Senator Brian Hayes's amendment to the Order of Business and his references to the spiralling rise in crime associated with alcohol. With increased regularity, unfortunately, there are appalling incidents taking place in many cities and some provincial towns leading to lives being endangered and, sadly, in some instances, lost. Everything Senator Brian Hayes has said is accurate and...

Seanad: Order of Business. (15 Apr 2003)

Paul Coghlan: The Cathaoirleach will rule well.

Seanad: Order of Business. (15 Apr 2003)

Paul Coghlan: The Minister said they would be provided.

Seanad: Order of Business. (9 Apr 2003)

Paul Coghlan: Will the Leader confirm if it is still the Government's intention to take No. 9, the Companies (Auditing and Accounting) Bill 2003, next week? I support Senator Brian Hayes in respect of the two important matters he raised. The first of these is the case of our colleague, Senator Higgins, and Deputy Howlin. Members on both sides of the House have already agreed that there is an important...

Seanad: Official Languages (Equality) Bill 2002: Committee Stage (Resumed). SECTION 9. (9 Apr 2003)

Paul Coghlan: I move amendment No. 28: In page 18, to delete from and including "(other" in line 19, down to and including "schedule" in line 22. I am standing in for Senator McHugh. I agree with the views expressed by Senator Fitzgerald. There is a great fund of goodwill towards the Irish language. We are all trying to catch up on what we have forgotten. Senator Fitzgerald and I have taken some practical...

Seanad: Official Languages (Equality) Bill 2002: Committee Stage (Resumed). SECTION 9. (9 Apr 2003)

Paul Coghlan: I agree with the Senator. We do not wish to see any arrogance or elitism because it is only through love of the language and not by any recurrence of failed past policies that it will advance.

Seanad: Official Languages (Equality) Bill 2002: Committee Stage (Resumed). SECTION 12. (9 Apr 2003)

Paul Coghlan: I move amendment No. 39: In page 22, subsection (1), lines 6 and 7, to delete "with the consent of the head of the public body concerned,". We are back to goodwill which has failed us in the past. I am concerned by the phrase "with the consent of the head of the head of the public body concerned". If the public body has prepared a draft scheme for the Minister's attention I cannot see why he...

Seanad: Official Languages (Equality) Bill 2002: Committee Stage (Resumed). SECTION 12. (9 Apr 2003)

Paul Coghlan: I move amendment No. 40: In page 22, subsection (1), line 17, to delete "may, at any time" and substitute "shall periodically". This subsection seems reasonable on first reading but it would be better if reviews took place at regular periods rather than at any time, which may mean regularly or not at all.

Seanad: Electricity Regulation (Amendment) Bill 2003: Second Stage. (9 Apr 2003)

Paul Coghlan: I welcome the Minister of State, Deputy Tom Kitt. In the previous Seanad he and I were accustomed to facing each other from these respective positions. He has graduated but I am glad to be a Member still.

Seanad: Order of Business. (8 Apr 2003)

Paul Coghlan: "A thing of beauty is a joy forever: Its loveliness increases.", or rather it should. Unfortunately, in one of the most picturesque and quintessential beauty spots in our land, in the immediate vicinity of the Meeting of the Waters and the Old Weir Bridge, Dinis Cottage, an historic building, is being allowed to fall into a state of disrepair. The cottage is in need of serious attention and...

Seanad: Order of Business. (8 Apr 2003)

Paul Coghlan: I know that the Leas-Chathaoirleach appreciates beauty. Members, particularly the Leader, might be interested to know that in the 1870s and 1880s the fashionable ladies of the time carved their initials on the windows with their diamonds.

Seanad: Order of Business. (8 Apr 2003)

Paul Coghlan: The purpose of the information is to alert the House to what has been allowed to happen. I ask the Leader to intervene with the Minister responsible for Dúchas. Perhaps we could have a debate on this and other historic buildings that are not in the state of repair in which they should be. On a separate matter, I support Senator O'Toole with regard to Rice House in Dingle and the danger of...

Seanad: Order of Business. (8 Apr 2003)

Paul Coghlan: I support Senators Brian Hayes, Dardis and others—

Seanad: Order of Business. (8 Apr 2003)

Paul Coghlan: I am referring to the historic talks in the North.

Seanad: Order of Business. (8 Apr 2003)

Paul Coghlan: I wish those involved well. These talks are important for the future of our country. We have to win the peace on more than one front.

Seanad: Order of Business. (8 Apr 2003)

Paul Coghlan: They carved, not scratched.
