Kieran O'Donnell: Festivals and events take place in locations like town squares, town plazas, urban parks and areas that are controlled by local authorities. In the good old days before the recession and the increase in personal injury claims, the level of public indemnity or public liability for a local authority would have been in the order of €1.3 million or €1.6 million.
