Joint Oireachtas Committee on Education and Skills: Leaving Certificate Calculated Grades 2020 and Preparations for Leaving Certificate 2021: Department of Education (10 Nov 2020)

Pauline O'Reilly: I thank Mr. Tattan, Dr. Hislop and Ms Feeney for joining us today. I believe that the wrong decision was made to cancel the leaving certificate. It has been proven now to have been detrimental, I would say, to an awful lot of students and young people in terms of their mental health. Steps could have been taken but we are where we are now. That was not a decision for the witnesses and I...

Joint Oireachtas Committee on Education and Skills: Leaving Certificate Calculated Grades 2020 and Preparations for Leaving Certificate 2021: Department of Education (10 Nov 2020)

Pauline O'Reilly: Leaving that aside-----

Seanad: An tOrd Gnó - Order of Business (6 Nov 2020)

Pauline O'Reilly: I also welcome the work we did on the Committee on Procedure and Privileges this morning. We will find a resolution to the issues around voting very shortly. I thank the staff for their engagement. It is very important that the Seanad continues to operate effectively and that we do our duty and what we were elected and are paid to do. As a member of the Organization for Security and...

Seanad: Data Protection Regulations: Motion (6 Nov 2020)

Pauline O'Reilly: I thank the Senator for his comments.

Seanad: Data Protection Regulations: Motion (6 Nov 2020)

Pauline O'Reilly: I thank everyone for going easy on me today. This is my first time in the Chair.

Seanad: Ábhair Ghnó an tSeanaid - Matters on the Business of the Seanad (5 Nov 2020)

Pauline O'Reilly: I take up the point made by a previous speaker blaming the Green Party for closing the Shannon LNG facility. It is not the Green Party's fault that there is climate change or that all of us must take responsibility and act on it. That is why we are in the Government; we are doing the right thing by the people of north Kerry. If we invest in an energy system that will not survive, the...

Seanad: Biodiversity: Motion (5 Nov 2020)

Pauline O'Reilly: I welcome the Minister. Many times we spoke about climate action and a climate crisis. This is our opportunity today as Greens to put biodiversity on the table for its own sake and not to mix up messages. Absolutely, we need to look at how both can exacerbate each other's problems but today it is about biodiversity. As a Government, we have two Ministers with responsibility for...

Joint Oireachtas Committee on Education and Skills: Bullying in Schools: Discussion (5 Nov 2020)

Pauline O'Reilly: I thank our guests for their valuable work and for joining us today. I know of hundreds of families around the country who home educate their children. The research from the UK is fairly old and we do not have any research on the reasons people home educate. For this reason, much of my experience is based on anecdotal evidence. That said, the research in the UK shows that approximately...

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (4 Nov 2020)

Pauline O'Reilly: I thank the witnesses for their attendance. There has been a lot of deep thinking and conversation. From what Professor Anderson said, it is really clear that we should have taken action many years ago and that we are in dangerous waters, are unlikely to hit the 1.5°C target, many people are already dying around the world and this country has imposed a lot of that on poorer countries....

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (4 Nov 2020)

Pauline O'Reilly: My question concerns that intergenerational piece. It has been outlined in the opening statement, that when it comes to just transition, people do not necessarily talk about intergenerational issues all of the time. They talk about current job losses. How do we frame that in a legislative way that will ensure there is not more emphasis on current job losses rather than on other obligations?

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (4 Nov 2020)

Pauline O'Reilly: Yes.

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (29 Oct 2020)

Pauline O'Reilly: I thank both witnesses. Professor Buckley has been very persuasive in her arguments and statement. I thank her for her significant expertise. I certainly agree with her that nature-based solutions and biodiversity have to be part of the Bill. I take on board everything she said in answer to the other members. Professor Buckley made a comment that it is not just about targets but...

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (29 Oct 2020)

Pauline O'Reilly: I really just wanted to ask about that because I believe Dr. Glynn has given comprehensive answers on most of the other points. It would be very helpful if he could revert to me with a few points of research to examine. He will have an opportunity before the next occasion. I would be really grateful for the information. It would be helpful if it were given to the committee as a whole...

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (28 Oct 2020)

Pauline O'Reilly: I thank Professor FitzGerald for joining us today and for outlining his position. I have specific questions on some of the sections and I will be specific regarding some of the technicalities. Does Professor FitzGerald believe that if section 3(1) was to be amended to state "achieve a transition by at least the end of 2050" it would take into account the changing nature of European targets?...

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (28 Oct 2020)

Pauline O'Reilly: I will clarify for Professor FitzGerald what section 3(1) is. It states that the State shall pursue the transition to a climate-resilient and climate-neutral economy by the end of the year 2050. I am asking whether we should change "pursue" to "achieve" and "by the end of the year 2050" to "by at least the end of the year 2050".

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (28 Oct 2020)

Pauline O'Reilly: It was on whether we should have interim targets in the Bill.

Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (28 Oct 2020)

Pauline O'Reilly: What I am hearing is that whether or not this is set in the legislation, it has to be set outside of the carbon budgets in the sense that there is another target other than 2050. Professor FitzGerald might correct me if I am wrong on that. The other question I wanted to ask Professor FitzGerald is whether he feels we need language in the Bill to ensure that the carbon budgets are...
