Paul Gavan: I move amendment No. 17: In page 12, between lines 39 and 40, to insert the following: "(4) The Minister shall, within seven weeks of the passing of this Act, lay a report before both Houses of the Oireachtas on the implications of construction sector inflation on subsection (3)and whether there is a need to raise the grant cap by way of amending legislation.". I will read the...

Paul Gavan: I am happy to just press the amendment.

Seanad: Remediation of Dwellings Damaged By the Use of Defective Concrete Blocks Bill 2022: Committee Stage (13 Jul 2022)

Paul Gavan: I move amendment No. 30: In page 19, to delete line 36 and substitute the following: “(b) that the level of damage as determined by the damage threshold will determine the order of priority for the remediation of the dwelling.”. This is a crucial amendment to the homeowners who have contacted Senators and asked us to push this amendment on their behalf. The Minister will...

Seanad: Remediation of Dwellings Damaged By the Use of Defective Concrete Blocks Bill 2022: Committee Stage (13 Jul 2022)

Paul Gavan: I move amendment No. 37: In page 22, between lines 20 and 21, to insert the following: “(11) Within seven weeks of the passing of this Act the Minister shall lay before both Houses of the Oireachtas a report on the issue of providing retrospective grants in cases where relevant owners had to replace or remediate relevant dwellings prior to the introduction of the grant...

Seanad: Remediation of Dwellings Damaged By the Use of Defective Concrete Blocks Bill 2022: Committee Stage (13 Jul 2022)

Paul Gavan: I move amendment No. 47: In page 25, line 23, to delete “78 weeks” and substitute “130 weeks”. This amendment is one that the homeowners have asked us to press. I am also genuinely mystified by this restriction stipulating that homeowners must have work done within 78 weeks. When developers get planning permission to build houses, they have up to five years...

Seanad: Night-time Economy: Motion (13 Jul 2022)

Paul Gavan: Well said.

Seanad: Night-time Economy: Motion (13 Jul 2022)

Paul Gavan: The Minister is very welcome. I welcome all the campaigners. It is great to see so many people in the Gallery this evening. A couple of Senators from the Government side were at the meeting today but those who were not missed a hell of a meeting. The message was powerful. It was a very vibrant meeting but there was a very stark message at the same time. It was that people in arts and...

Seanad: Night-time Economy: Motion (13 Jul 2022)

Paul Gavan: In a spirit of genuine compromise and conciliation, I ask the Minister to have a good look at Senator Warfield's motion. I have to be honest; I have not heard anything from colleagues across the House with which I disagree. I ask the Minister to agree to the motion so that we can all walk out of the Chamber this evening on the one page with the one call and in support of the actions she...

Paul Gavan: The Senator has 20 seconds to get them all in.

Seanad: An tOrd Gnó - Order of Business (12 Jul 2022)

Paul Gavan: Perhaps people need to think about the difference between politics and political opportunism. What is happening in the Dáil this evening is politics.

Seanad: An tOrd Gnó - Order of Business (12 Jul 2022)

Paul Gavan: As this will be my last contribution to the Order of Business before the summer, I will begin by expressing my gratitude to all of the staff, to the Leas-Chathaoirleach, to the Leader for her courtesy and to the Deputy Leader. I wish everyone a very good summer after what has been a fairly energetic and, at times, combative session. I have to say that I believe politics is in a good place...

Paul Gavan: That is okay. It is no problem.

Seanad: An tOrd Gnó - Order of Business (12 Jul 2022)

Paul Gavan: The issue I will raise today in the minute or so I have left is that of the Raise the Roof protest happening in Limerick this Saturday as a result of the crisis in housing, which is another great failure of 11 years of Fine Gael mismanagement and misgovernment. I am really proud that the trade unions are leading this march. I am delighted to see them leading the call for a doubling of...

Seanad: Higher Education Authority Bill 2022: Report Stage (12 Jul 2022)

Paul Gavan: I second the amendment.

Seanad: Higher Education Authority Bill 2022: Report Stage (12 Jul 2022)

Paul Gavan: I want to put on record Sinn Féin's support for these amendments. They are important. It is particularly important to ensure students' unions are independent and self-governing. As my colleague has said, we do not have to look too far, even within the European Union, to see what can happen. I cannot see any reason the Minister would object to a definition like this.
