- Seanad: Public Expenditure and Reform: Statements (8 Nov 2012)
John Gilroy: I welcome the Minister for Public Expenditure and Reform, Deputy Brendan Howlin. The less said about the last contribution the better.
- Seanad: Public Expenditure and Reform: Statements (8 Nov 2012)
John Gilroy: If such behaviour was to continue, it would make a good reason to abolish the House.
- Seanad: Public Expenditure and Reform: Statements (8 Nov 2012)
John Gilroy: If memory serves me correctly, the last time the Minister was in the House the Senator made the same disgraceful outburst.
- Seanad: Public Expenditure and Reform: Statements (8 Nov 2012)
John Gilroy: Yes, I do. The legislative caseload he has introduced, with all of his other work, is transformative. It is refreshing to see a Gordian knot-type approach being taken to reform. It contrasts with the St. Augustine approach that characterised the previous Administration when it was already ready to take action but only after one more report had been produced. The Minister has introduced a...
- Seanad: Public Expenditure and Reform: Statements (8 Nov 2012)
John Gilroy: I propose that the sitting be suspended for three minutes.
- Seanad: Public Expenditure and Reform: Statements (8 Nov 2012)
John Gilroy: The Senator should stop grandstanding.
- Seanad: Public Expenditure and Reform: Statements (8 Nov 2012)
John Gilroy: The Senator should stop saying what the Supreme Court did not say.
- Seanad: Order of Business (8 Nov 2012)
John Gilroy: I welcome the publication of a report yesterday entitled, Doing Business. It is a study of different countries which shows that Ireland has moved from No. 14 to tenth place as a country where it is easier to do business as defined under a series of indices. This is welcome and it highlights the structural reforms implemented by the Government. Senator Barrett has touched on a point I...
- Seanad: Order of Business (8 Nov 2012)
John Gilroy: Not populist.
- Seanad: Order of Business (7 Nov 2012)
John Gilroy: I support the call by Senator Kelly for the Minister for Finance to examine all possible ways of dealing with the scandalous issue of pensions in the banks and other areas where public money is spent. The frustration felt by a considerable number of people has been neatly summed up in the contributions from Senators O'Donnell and Whelan. When I was watching one of the American network...
- Seanad: Order of Business (25 Oct 2012)
John Gilroy: I support the call by my colleague, Senator Harte, for a full and robust debate on the promissory notes with the Minister for Finance in attendance in the House. It is a matter of pressing public policy which has the potential to lay the largest single liability on the Exchequer next year. Some ¤3.1 billion is due for payment on 31 March plus the restructured ¤3.1 billion from last year....
- Seanad: Order of Business (25 Oct 2012)
John Gilroy: Members are talking and interrupting me. That is shocking.
- Seanad: Order of Business (25 Oct 2012)
John Gilroy: It is a reflection of the Leas-Chathaoirleach's decency and generous nature to allow such a conversation to take place. I support that call by Senator Cullinane. If GPS technology is available and is not prohibitively expensive, it is an eminently sensible idea and one that should be examined.
- Seanad: Adjournment Matters: Garda Vetting (24 Oct 2012)
John Gilroy: I seek further clarification on the amendment. I am not sure of the meaning of tax resident in Ireland. It seems that tax is collected by the Revenue Commissioners of the Republic of Ireland. Does the motion also purport to allow Her Majesty's Government to collect the tax if the person resides in Northern Ireland? There is ambiguity in the amendment.
- Seanad: Adjournment Matters: Garda Vetting (24 Oct 2012)
John Gilroy: I have a great deal of sympathy for the amendments. Are they, however, too specific having regard to the transitional nature of the legislation? I would welcome the Minister's view on that.
- Seanad: Adjournment Matters: Garda Vetting (24 Oct 2012)
John Gilroy: I certainly understand the logic of this amendment, for which I have some sympathy. However, I am a bit concerned about the generality of the provision and about adding something so general into this legislation which might well apply to as many pieces of legislation we can think of. Perhaps there are other ways to achieve the objective of this amendment. The Minister might do this by...
- Seanad: Adjournment Matters: Garda Vetting (24 Oct 2012)
John Gilroy: I do not know what to make of that last contribution. The term "codes of conduct" is the accepted term. If we want to change the meaning of "codes of conduct", we can do that at Senator Byrne's request. The attack on the Minister is just unfair and is meaningless.
- Seanad: Adjournment Matters: Garda Vetting (24 Oct 2012)
John Gilroy: The amendment seems to do something that is implicit within the section under discussion. That is supported by any number of existing employment law provisions. To accept the amendment would be unnecessary, as its intent is implicit in the section.
- Seanad: Adjournment Matters: Garda Vetting (24 Oct 2012)
John Gilroy: How can Senator MacSharry know that?
- Seanad: Adjournment Matters: Garda Vetting (24 Oct 2012)
John Gilroy: On a point of order, Senator MacSharry spoke to amendment No. 4. We are dealing with amendment No. 3.
