David Norris: I listened with great interest to what my colleague and friend Senator McDowell who is a very distinguished lawyer had to say about the legality of this process. I am still not 100% convinced because the article I hurriedly read this morning stated there would be a commission. I wonder what its statutory basis is because, as far as I know, no provision is being made for it in law.
