Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: I welcome everyone and offer good wishes to Dr. O'Reardon in his new role. I thank Mr. Reid and everyone from the HSE for giving their time at this most difficult time for themselves. As someone who is mercilessly critical at times, I want to take the opportunity to thank the HSE and the Department of Health and all associated with them for their mountain-moving heroics over recent months...

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: I am conscious that the witnesses have not come here to discuss that matter so it is why I asked for a written note. I have a minute of my time left.

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: Sure. I totally understand that speed trumps accuracy now and there is a need for this. However, based on the predicted unfortunate longevity of this disease, we could usefully carry out that exercise. We should do it. I will leave it at that. There is a lack of data provided to help the value for money report. Who is not providing that data?

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: Is GDPR hanging us on this or is it a convenient life jacket?

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: Okay. Will the witnesses provide us with a note on that from the legal advisers indicating the reasons the information cannot be gathered? In the Comptroller and Auditor General's experience of private accountancy, if a company sought a value-for-money report, what would be the typical timeframe within which a result would be expected?

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: If I asked somebody to undertake a value for money report for a company, agency or Department, notwithstanding the huge nature of this topic, what would be the typical timeframe in the private or public sector for it to be completed?

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: Sure. Could Mr. McCarthy define "lengthy" in this case? What would be a ballpark time?

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: Right. How long are we into this process now?

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: It is a couple of years. We are talking Unilever proportions.

Public Accounts Committee: Special Report of the Comptroller and Auditor General on the Nursing Homes Support Scheme: Discussion (1 Oct 2020)

Marc MacSharry: The GDPR aspect or the lack of data is difficult but it will not wash with the public. If blame is be apportioned, we do not want to inadvertently point it at the Department, the HSE or any individual. If there is a flaw in the legislation, the committee needs to know in order that we can make recommendations accordingly.

Forestry (Miscellaneous Provisions) Bill 2020 [Seanad]: Second Stage (Resumed) (30 Sep 2020)

Marc MacSharry: Deputy Farrell and I are sharing three and a half minutes each, unless there is any time residue left over from the previous speaker. I imagine we would happily use that too. I thank the Minister of State for the opportunity to address this Bill. I welcome the legislation on the whole. We badly need to address the long backlogs from concerned communities, in terms of appeals that are...

Public Accounts Committee: Business of Committee (Resumed) (30 Sep 2020)

Marc MacSharry: We could hold it over for him in case he asked specifically. That was what we would have done in the past.

Public Accounts Committee: Business of Committee (Resumed) (30 Sep 2020)

Marc MacSharry: If a member had to pop out or be at another committee then we would keep it for them.

Public Accounts Committee: Business of Committee (Resumed) (30 Sep 2020)

Marc MacSharry: I agree with that. Given the new format with the two hour meetings, in situations where we might be bringing in the OPW, the Irish Prison Service, An Garda and others, it is going to take a number of meetings. Two hours is not going to cover it and I would rather we did not have only a cursory glance over what will be very important issues, because of limitations on time. That will also...

Public Accounts Committee: Business of Committee (Resumed) (30 Sep 2020)

Marc MacSharry: I note that the individual who is corresponding has a lot of experience as a former employee. A lot of documentation was received by the previous committee and this committee. We could usefully go through that and maybe pick out up to half a dozen key items that we want to pursue with him.

Public Accounts Committee: Business of Committee (Resumed) (30 Sep 2020)

Marc MacSharry: We are in public session.

Public Accounts Committee: Business of Committee (Resumed) (30 Sep 2020)

Marc MacSharry: I understand with regard to conflict of interest but it was a non-executive position heading up an organisation and it is in the public interest. All of us have been in contact with the Irish Road Haulage Association in various capacities over the years to raise issues. I know exactly what Deputy Hourigan is saying, and it is appropriate that it is said, but there are 12 others of us of...
