- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Matters Relating to the Banking Sector: Permanent TSB (14 Jun 2018)
Kieran O'Donnell: Does such a situation allow the bank to increase the loan-to-value ratio at which it will lend? Let us say someone has a cash deposit of 10%. Does the bank factor in the rent and that cash deposit into its calculations? Will the bank push the loan-to-value rate to 92% due to the amount of rent paid?

Kieran O'Donnell: I welcome the Minister to the meeting and apologise for not being here earlier. Interspersed with what we are discussing is the issue of our competitiveness. I heard an economist say recently that the biggest challenge facing Ireland is its competitiveness. What is the Minister's perspective on our competitiveness in a European and a world context and on the way in which Brexit will impact...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: European Union-Related Matters: Discussion with Minister for Public Expenditure and Reform (12 Jun 2018)
Kieran O'Donnell: The Minister may have touched on the issue of Brexit. It appears to have dragged on and on and people realise it could have enormous implications. How does the Minister see Brexit evolving relative to Ireland over the next six months to a year? I am not asking the Minister about the long-term impact but to encapsulate where he sees it evolving over the next 12 months.

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: European Union-Related Matters: Discussion with Minister for Public Expenditure and Reform (12 Jun 2018)
Kieran O'Donnell: It is in play. Is there a mechanism in place to extend that transitionary period if the EU countries and the UK agree? I would favour a move in that direction. There is a need for a significant transitionary period.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (29 May 2018)
Kieran O'Donnell: I have a number of questions for Ms McEvoy, Mr. Tobin and their colleagues. My first question is twofold. Is the directive as proposed by the EU Commission quite similar to what is in operation in Ireland at the moment?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (29 May 2018)
Kieran O'Donnell: Who will regulate the funds if the directive is implemented through the whole EU? The EU Commission has stated:The proposed Directive defines the activities of credit servicers, sets common standards for authorisation and supervision and imposes conduct rules across the EU. It means that operators respecting those rules can be active throughout the EU without separate national authorisation...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (29 May 2018)
Kieran O'Donnell: I am aware that the Central Bank has written to the credit servicing providers to encourage them to come in to the committee, but the fact is that these credit servicing companies are giving the committee the proverbial two fingers. That is just not good enough.

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (29 May 2018)
Kieran O'Donnell: With due respect to Mr. Tobin, I would not give any gold star for attending with two days' notice; that is the way it should be. We appreciate that but Mr. Tobin is stating the obvious. The problem for the committee is that we deal with people on the ground whose loans are being sold to the funds, the shutters come down and they feel it. We are looking for better regulation. How will what...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Resolution of Non-Performing Loans: Discussion (Resumed) (29 May 2018)
Kieran O'Donnell: People hold loans in various institutions and although consumer protection rules still apply, the funds are able to operate at a remove. I am not a banker but if I look at the legislation, it seems the Central Bank has powers in this regard. I note the Governor, Ms McEvoy's boss, appeared before the committee recently and he stated that bank personnel were going to the premises of firms,...
