Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: I have some further questions. I received an email from somebody who was clearly following these proceedings. It is important that Professor Lane clear this matter up. The caller certainly got the impression that because the harm was done to that person before 2013, the caller will not get redress or compensation.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: What reassurance can Professor Lane give people, in the absence even of certain statutory powers, that they will not be left behind?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: Professor Lane is saying the customers have legal recourse anyway to the ombudsman-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: -----for the entire period.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: Regarding the issue the Chairman raised about loans being sold on, I am concerned that where loans have been sold on, the people involved will not be contacted. Ulster Bank, for example, gave us its figures: it has identified 3,500 impacted customers, 2,500 of whom have been restored onto the correct rate, while 1,000 have redeemed or switched lenders. That is quite a high proportion....

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: I encourage the witnesses to pay particular attention to this issue. There is undoubtedly potential there for people to miss out. It is important.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: Finally, the two enforcement investigations are under way. The witnesses have named the banks involved: Permanent TSB and Ulster Bank. To clarify, these enforcement investigations do not concern the way in which impacted customers are being dealt with and offered redress and compensation. Do the enforcement investigations relate to the origin of the problem, that is, how people were...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Engagement with the Central Bank of Ireland (19 Oct 2017)

Michael McGrath: It can be added in.

Written Answers — Department of Finance: Bank Debt Restructuring (19 Oct 2017)

Michael McGrath: 68. To ask the Minister for Finance the projects to sell loans currently in operation in each of the State supported banks; the name of each project; if the loans are performing or non-performing; the type of loan in each project; the face value of the loans in each project; the progress of these projects in terms of selling them; and if he will make a statement on the matter. [44445/17]

Written Answers — Department of Finance: NAMA Loan Offers (19 Oct 2017)

Michael McGrath: 69. To ask the Minister for Finance further to Parliamentary Question No. 111 of 3 October 2017, the average interest rate on the loans advanced by NAMA to developers; and if he will make a statement on the matter. [44446/17]

Ceisteanna - Questions: EU Summits (18 Oct 2017)

Michael McGrath: On the issue of Brexit, the Taoiseach said he felt there were better vibes around the talks in Estonia. Can he give us the view of the Government on whether we support the likely recommendation that the talks not proceed to the next phase, that is, the future trading relationship between the European Union and the UK? Has there been enough progress at this point on the three pillars in the...

Ceisteanna - Questions: Cabinet Committee Meetings (18 Oct 2017)

Michael McGrath: I thank the Taoiseach for that information. The committee has met once and another meeting is scheduled. The Taoiseach has given an outline of the issues it will cover as part of its deliberations. Will he clarify whether the capital investment plan forms part of its work, or is that the responsibility of another Cabinet committee? Will he confirm when the capital plan will be published?...

Ceisteanna - Questions: Departmental Communications (18 Oct 2017)

Michael McGrath: The Taoiseach has not explained that point. He has included a new budgetary measure of €5 million without showing where the corresponding savings are being made on the expenditure side in order for the unit to be cost-neutral. Nobody is suggesting it is cost-free, but the Taoiseach did say it was cost-neutral and the onus is now on him to demonstrate this. However, I do not see it...

Ceisteanna - Questions: Departmental Communications (18 Oct 2017)

Michael McGrath: Following on from what Deputy Howlin has just said, I seek clarity on a few points. I am trying to get my own head around this. I would have understood that each Department had its own press function and that the central co-ordinating press service was the Government Information Service, GIS. I find it difficult to understand the need for another layer in the form of a strategic...

Questions on Promised Legislation (18 Oct 2017)

Michael McGrath: I wish to ask the Taoiseach about the Finance Bill which I understand is due to be published tomorrow. I understand the Cabinet considered it today. One issue which has drawn quite an amount of attention is the increase in the rate of non-residential stamp duty from 2% to 6% and concerns about its impact on the farming community and farm transfers, in particular, within a family. Issues...

Leaders' Questions (18 Oct 2017)

Michael McGrath: Work continues today on managing the fallout from Storm Ophelia, which hit the country on Monday. Those at the front line were rightly praised yesterday and continue to be praised for their outstanding efforts. They include the emergency services, local authorities, the ESB, Irish Water and many others. There are many issues that still need to be addressed but I think we can agree that the...

Leaders' Questions (18 Oct 2017)

Michael McGrath: I would appreciate if the Taoiseach could deal with the issue of insurance, which I also raised, and the need for the State to provide information to consumers. Insurance Ireland, which is the insurance industry representative body, has provided information but that is the industry. I think the State's consumer watchdog should be front and centre in providing whatever information and...

Local Authority Boundaries Review: Motion [Private Members] (17 Oct 2017)

Michael McGrath: I thank Deputy Michael Collins and his colleagues for putting down this motion, which is particularly timely. The overall point I wish to make about Cork is that every effort should be made to reach agreement between the two authorities. I welcome the comments of the Minister of State in that regard. Sometimes politicians forget that people are far more concerned about services than...

Leaders' Questions (17 Oct 2017)

Michael McGrath: Not true.

Written Answers — Department of Finance: Tax Yield (17 Oct 2017)

Michael McGrath: 144. To ask the Minister for Finance the estimated tax revenue from the increase in stamp duty from 2% to 6% on commercial property; if this estimate was based on current 2017 volume; if it is assumed 2018 sales volumes will be equal to 2017 volumes; and if he will make a statement on the matter.
