Pat Gallagher: This is simply a drafting amendment to the Long Title of the Bill to avoid unnecessary detail. Anyone who examines the Long Title will agree it is too long. The inclusion of "any codes of practice for vessels, to prohibit certain acts on or with vessels" is a refinement that makes much sense.

Pat Gallagher: I see where Senator McCarthy is coming from regarding the insertion of the word "serious" before "offence" and "annoyance". I am advised by the Parliamentary Counsel that it does not lessen the seriousness of the offence in any way. Inserting the word "serious" would qualify both offence and annoyance and is not necessary.
