Seanad: Order of Business. (12 Jun 2003)

Paul Coghlan: Yes. There must be a way to deal with the situation. We would not be creating a precedent because this is already a special case, which everyone understood to have been resolved. I ask the Leader to look into this matter, which is of extreme urgency for the community in that area. In March, the Minister for Transport, Deputy Brennan, quite properly stated that he would not allow the EU...

Seanad: Order of Business. (12 Jun 2003)

Paul Coghlan: That is a name too far.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Report and Final Stages. (12 Jun 2003)

Paul Coghlan: There is only one amendment.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Report and Final Stages. (12 Jun 2003)

Paul Coghlan: I also record my appreciation of the Minister of State and his officials. I thank them for their careful and kind consideration. I concur with the remarks expressed by Senator O'Toole. The Minister of State has shown his respect for this House by considering the amendments brought forward by Senators. He has agreed to consider certain amendments before the Bill is examined by the Dáil and...

Seanad: Interest Rates Reduction: Statements. (12 Jun 2003)

Paul Coghlan: I welcome the Minister of State back to the House, although he is being overworked at the moment, and I welcome what he has had to say. During the last week, we witnessed an amazing spectacle. On the one hand, the Taoiseach spoke about a moral imperative and obligation, while the banks were saying – as is the position outlined by the Minister of State – that they have a commercial...

Seanad: Order of Business. (11 Jun 2003)

Paul Coghlan: I support the call for a debate on the banks and financial institutions. It is scarcely credible that almost a week later some of the major players have not moved an iota. I would hate to think that there is any kind of conspiracy, that some of them are acting in concert or that there is a cartel. I would like to hear the Deputy Leader's views on it because I think this House is united.

Seanad: Order of Business. (11 Jun 2003)

Paul Coghlan: Follow that.

Seanad: Order of Business. (10 Jun 2003)

Paul Coghlan: Is this "name and shame" time?

Seanad: Order of Business. (10 Jun 2003)

Paul Coghlan: I agree with the views of Senator Brian Hayes and others in regard to the cuts in interest rates. I believed that, as good Europeans, once the ECB had moved, the main banks would have been the first to lead. I am intrigued as to the possible reasons for non-implementation. As the Taoiseach said, there is a moral imperative on the financial institutions to reduce rates. I would like to hear...

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Committee Stage. (10 Jun 2003)

Paul Coghlan: I welcome the Minister of State. I must be careful what I say to him or Gene Kerrigan might get at me again in his Soapbox column. I welcome the Minister of State's indication of his acceptance of these amendments, albeit in the other House. Amendment, by leave, withdrawn. Amendments Nos. 3 and 4 not moved.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Committee Stage. (10 Jun 2003)

Paul Coghlan: It is returning as section 20.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Committee Stage. (10 Jun 2003)

Paul Coghlan: It provides for the avoidance of doubt.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Committee Stage. (10 Jun 2003)

Paul Coghlan: Hear, hear.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Committee Stage. (10 Jun 2003)

Paul Coghlan: Indeed.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Committee Stage. (10 Jun 2003)

Paul Coghlan: I support Senator O'Toole's amendment. This is something about which we were all concerned on Second Stage. It appears that there could be a gross unfairness here. While I bow to Senator O'Toole's superior knowledge on this matter, it seems incredible that someone would have to serve a two to three year probationary period. I am aware that it has to do with the issue of flexibility, as he...

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Committee Stage. (10 Jun 2003)

Paul Coghlan: Ad infinitum.

Seanad: Order of Business. (29 May 2003)

Paul Coghlan: Good man.

Seanad: Order of Business. (29 May 2003)

Paul Coghlan: There have been many calls over the years for a debate on planning and all Members would agree with the call from the President of the IAVI to remove the blanket ban on one-off housing. Local authorities are very inconsistent. Some insist on planning applicants being employed in the area, while others put in conditions for five, seven or ten years and include sell-off clauses, which are...

Seanad: Order of Business. (29 May 2003)

Paul Coghlan: As ever, I appreciate the Chair's advice. I am sure the Leader would like to facilitate such a debate and the Chair will agree it would be useful.

Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Second Stage. (29 May 2003)

Paul Coghlan: I welcome the Minister of State. It seems that we are spending too much time in this Chamber of late but, please God, there is a break on the way. We drew the short straw this week, whoever arranged it. The main purpose of the Bill is to implement the provisions of the EU directive concerning the framework agreement on fixed-term work concluded by the European social partners. It should be...
