Seanad: Order of Business (28 Mar 2007)

Joe McHugh: Perhaps we should join the INTO's campaign on class size? There may be a problem with class size here that is giving rise to unruly behaviour. Senator O'Toole referred to the Border, midlands and western region. He made the point that it has not been highlighted. My colleague, Senator Paddy Burke, has raised this matter on a monthly, if not weekly, basis since this House was constituted....

Seanad: Order of Business (28 Mar 2007)

Joe McHugh: We are now coming to the end of the cycle and that figure has doubled. Anybody working in the Civil Service or in policy who thinks constant reinvestment in the east will provide a solution to the mass urbanisation and traffic congestion is wrong. The solution lies in investing in infrastructure in the west. If we can provide critical access to the west, the north west and the south west...

Seanad: Order of Business (28 Mar 2007)

Joe McHugh: When the people of the east are considering what way to vote, perhaps they should look to the development of the west as a solution. If we invest in the west, it will make their lives easier and they will not have as much traffic congestion. The IDA may be able to invest in places like Donegal, Mayo, Galway and Kerry if proper access and infrastructure is provided.

Seanad: Order of Business (28 Mar 2007)

Joe McHugh: The west can provide a solution to the problems of the east.

Seanad: Foyle and Carlingford Fisheries Bill 2006: Second Stage. (27 Mar 2007)

Joe McHugh: I welcome the Minister of State, Deputy John Browne, and his officials to the debate on this important Bill. As he stated, this debate is symbolic in light of yesterday's events. On the Order of Business this morning I referred to the hard work that is required after yesterday's historic events and Senator O'Rourke replied the hard work starts now. We are undertaking a significant project...

Seanad: Order of Business (27 Mar 2007)

Joe McHugh: I wish to be associated with the remarks made about the historic day yesterday in Northern Ireland. No doubt there will be a clamour to pinpoint the origins of the process but I will leave that to the historians. They will know where to attribute its genesis.

Seanad: Order of Business (27 Mar 2007)

Joe McHugh: I salute the people who have been involved at community level in Northern Ireland and the Border counties. Senator Mooney will be aware of them. All the capacity building that has gone on, not just in the past ten years, but in the past 30 years when the conflict was ongoing, is due to people who decided to take risks within their communities and to reach out across the Border, and to...

Seanad: Order of Business (27 Mar 2007)

Joe McHugh: ——including the former Senator McGowan. I salute all those who have worked at a community level and the agencies, including the INTERREG I, II and III initiatives, the EU Peace & Reconciliation Fund, the International Fund for Ireland, Co-operation Ireland and ADM's CPA programmes. The people involved in these organisations are the real risk-takers at a cross-Border level. I also wish...

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: I wish to raise some issues in an all-Ireland context, or, more accurately, in a cross-Border context. The Leader might raise them with the Minister for Education and Science. An anomaly exists in respect of postal votes, whereby a few students from County Donegal who attend the University of Ulster at Jordanstown and Queen's University, Belfast, have been informed they are not entitled to...

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: They are not entitled to postal votes for a general election. For example, a person from Carrickart who attends University College Cork is entitled to a postal vote, while someone from Buncrana who attends the University of Ulster at Magee College, which is ten minutes across the Border, is not so entitled. This anomaly could be cleared up if it was brought to the Minister's attention. The...

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: Members need to look at the capacity of communities, villages and towns along the Border. Although such communities are working on their local area plans and are being proactive at a local level, they are disintegrating into two communities. Two groups of people live side by side.

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: They are not interacting or working at an intercommunity level because they live in one jurisdiction and go to school in another and it is not coming together. Working with communities on both sides of the Border, a formula or map is required as to how capacity can be built in places——

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: ——such as Newtowncunningham, Killea, Carrigans, Muff and Quigley's Point. Senator Maurice Hayes will agree that——

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: ——a community in which people simply sleep is undesirable. People should contribute to that community and involve themselves in it.

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: Moreover they should be part of that community.

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: I am delighted to have had an opportunity to debate the issue a little. Yes, a major debate is needed.

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: I also want to hear Senator Maurice Hayes's opinion on the matter.

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: It is important.

Seanad: Order of Business (28 Feb 2007)

Joe McHugh: He is still here. He is hiding.

Seanad: Order of Business (15 Feb 2007)

Joe McHugh: I appreciate Senator White's ongoing efforts concerning ageism, including the paper she produced on that subject. She should also try to highlight an anomaly with respect to people with disabilities. When one reaches the age of 65, one is not entitled to a motorised transport car grant, which is discrimination against people in that age group. I wish to refer to health carers working...
