Peadar Tóibín: Does the Cabinet know?
- Leaders' Questions (Resumed) (30 Apr 2015)
Peadar Tóibín: What we are seeing, yet again, is a hands-off Government when it comes to dealing with the banks. This State is reeling from a once-in-a-century economic catastrophe. That catastrophe was in large part precipitated by the Fianna Fáil golden circle and Anglo Irish Bank. In 2011, people right across the State voted to smash that golden circle and close the door forever on Anglo Irish...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Ulster Bank (29 Apr 2015)
Peadar Tóibín: In their response to question 46, the witnesses state that unlike other markets, their mortgage book, both tracker and standard variable rate, has been loss marking. That seems a remarkable admission. Is it the case that the mortgage business as it currently stands is unsustainable? Does that mean that in the short to medium term there is no proposition of a cut to the rate for mortgage...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Ulster Bank (29 Apr 2015)
Peadar Tóibín: That is very good. Is the Ulster Bank policy to write off residual debt for those who are eligible for social housing, having surrendered their home a new policy? Is it available to people in the North of Ireland? With regard to residual debt for others, the bank will still seek to chase it, but is there a seven-year or other timescale when it will come to be considered at the end?

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Ulster Bank (29 Apr 2015)

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Ulster Bank (29 Apr 2015)
Peadar Tóibín: These vacant and abandoned properties are not voluntary surrenders. Is that the case? These are cases where people simply drop the keys back in the door.

Peadar Tóibín: Another issue arises not only with mortgage debt but with other types of debt as well. Let us suppose a debtor is trying to negotiate a better deal on a particular debt and he makes an offer to pay back 30% of the debt to the bank. He is refused and then the debt is sold to a third party for maybe 20% of the value, etc. I am not saying this has happened with Ulster Bank. Is it the case...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Ulster Bank (29 Apr 2015)
Peadar Tóibín: I thank the deputation for all those details. The last question relates to one of the points Mr. Brown made in his presentation. He mentioned the fact that if secured debt were no longer secured it would have an upward pressure on the cost of lending. Is Mr. Brown adverting to a situation whereby the banks would no longer have a veto in a negotiated settlement? Is he saying that taking...
