Róisín Shortall: Could Dr. O'Reilly explain how that works? It is hard to understand. The group is given a set budget and must operate within that budget, part of which is a target that the group is required to meet for private income. If the group falls short on that, how does it not have implications?

Róisín Shortall: Again, it is hard to comprehend how it actually works in practice. In the absence of a supplementary budget, which is what we are facing now for the future, it is hard to understand how falling short on private patient income does not have implications for service provision.
