Enda Kenny: It is a great idea that Deputies can bring forward Private Members' Bills. Deputy Donnelly was in conversation with the Minister for Jobs, Enterprise and Innovation in this case. He could have said he understands the Government's point of view and is willing to change his Bill to accommodate the direction of the Government. He was not prepared to do so.
