Paul McAuliffe: But the consequences of not being contacted are far more severe and grave. I agree that we should not be contacting people too much, but the consequences of the two scenarios are totally unbalanced. For somebody to have accidentally accrued a debt because they did not fully understand the situation and to carry that debt is a totally different thing from their being annoyed occasionally.
