James O'Connor: Who can?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

James O'Connor: That would be much appreciated. Does Ms. O'Leary have the authority to do that?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

James O'Connor: That is excellent. That would be very helpful, if Ms O'Leary does not mind doing so. How often does RTÉ rotate the accountancy firms that would carry out the external audit?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

James O'Connor: Is it appropriate that those reports be released for the past ten years? Is it okay to get that?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

James O'Connor: I think that would be very helpful from a restoration point of view. I have one other question. How many subcommittees does RTÉ have within the board in regard to its remuneration committee and its audit and risk committee? How many subcommittees exist within the board?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

James O'Connor: Okay. My time has expired but I want to wrap up with this point. We have heard much this week about “going forward”, “a new direction of travel for RTÉ”, “a new culture”, and so on and so forth, and we have had very extensive debate. Above all else, RTÉ is about to bring in a new director general, and when I say “new”, I...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

James O'Connor: If Mr. Lynch does not mind, I will put the question to the chair. That would be appreciated. I can come back to Mr. Lynch if time allows.

Matters Arising in RTÉ: Statements (4 Jul 2023)

James O'Connor: What has transpired over the past number of weeks has been deeply disturbing. It has done enormous damage to the reputation of our national broadcaster. I do not very often agree with some of the points made by Deputy Boyd Barrett but he was correct in much of what he said about the outstanding questions that still need to be answered, in addition to the importance of having a national...

Ceisteanna Eile - Other Questions: School Accommodation (29 Jun 2023)

James O'Connor: I thank the Minister. That information is good and positive. I acknowledge the positives. It is great to see there are so many projects in the pipeline but the problem is that they are in the pipeline and we need to get them delivered. The Minister referred to one that is approaching delivering after a painful, arduous process, long pre-dating her own appointment as a Cabinet Minister....

Ceisteanna Eile - Other Questions: School Accommodation (29 Jun 2023)

James O'Connor: 89. To ask the Minister for Education and Skills to provide an update on the school building programme in County Cork; if she is satisfied with its progress to date; and if she will make a statement on the matter. [31658/23]

Ceisteanna Eile - Other Questions: School Accommodation (29 Jun 2023)

James O'Connor: I would like to get some information from the Department and Minister about what the intentions are regarding the school building programme, predominantly in my constituency of Cork East. It would be greatly helpful to get some degree of an update.

Ceisteanna Eile - Other Questions: School Accommodation (29 Jun 2023)

James O'Connor: I thank the Minister for the information. It is very helpful and beneficial that we know what is going on. I have worked hand-in-hand with the Minister since she became a member of Cabinet with responsibility in this area. However, we acknowledge that in east Cork, and particularly across Cork county, there is rapid population growth. For example, the Fermoy area now has a deficit of...

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: I thank the Cathaoirleach. I concur with what Deputy Murphy said regarding it being unusual that we would not have the chief financial officer with us today. I want to ask a couple of questions in that regard. Is it correct that Mr. O'Loughlin was only informed yesterday that he was not going to be in attendance?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: What was the reason cited for that absence?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: Did he give a reason behind the decision to do that?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: I beg to differ because I think Mr. O'Loughlin is. It is not a criminal investigation. Mr. O'Loughlin has taken the decision to do an external review but the IHRB is significantly funded by the taxpayer and I do not think that is an illegitimate question to ask so I am going to ask that question again. Did he give a reason for deciding to take voluntary leave at this time?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: Did the individual give a reason for that decision?

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: Actually, I accept that Mr. O'Loughlin is relatively new in his role. His predecessor was there for quite some time, as we know from what has emerged in regard to the early retirement deal. I am a racing man and I love horseracing and everything about the sport and the community within it. However, I believe the decision to go into this review process is going to cause prolonged damage. I...

Public Accounts Committee: Financial Statements 2021: Irish Horseracing Regulatory Board (29 Jun 2023)

James O'Connor: In regard to the details of Denis Egan's early retirement and voluntary redundancy scheme, the sum was €384,870 and the payment was received in 2021. To my knowledge, that payment was 58% larger, if I am correct, per the Comptroller and Auditor General, than what should have been paid out under the terms of the scheme. Can Mr. O'Loughlin understand why that is grossly unacceptable...
