Paul Daly: I am.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ash Dieback and its Impact on the Private Forestry Sector: Discussion (22 Jun 2022)
Paul Daly: You are not driving that job right at all. Deputy Cahill never had any of those problems.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Ash Dieback and its Impact on the Private Forestry Sector: Discussion (22 Jun 2022)
Paul Daly: Deputy Martin Browne is not back. That is his empty chair.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: I welcome the representatives of HRI. I congratulate Ms Eade on being appointed CEO and wish her the very best in her role. With the exception of one or two questions at the end I shall rigidly stick to seeking information or clarification about some of the points that she made in her presentation. In the Chairman's absence, it was very predictable when Ms Eade spoke of the HRI...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: Yes. There were numerous different meetings with Horse Racing Ireland representatives here over this term and the previous term, at which this was discussed. Where are we with that at the moment? How soon does Ms Eade see that coming to fruition?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: So, it is nowhere on the horizon at the moment.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: In her submission, Ms Eade touched on Brexit and the issues therein. I have one question about which small breeders have been on to me. I will put on the record that I too have one brood mare, so I know what these people are on about. The question relates to the five-day notice. Has Horse Racing Ireland had any communication with the Department on this? The five-day notice must be given...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: Is Horse Racing Ireland in negotiations to try to come up with some kind of solution? Has HRI taken this up on behalf of the breeders?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: Perfect. There is another point, and I do not want to be negative about what is a positive, but will Horse Racing Ireland thread out a little bit more about the support for breeders and the IRE incentive? Again, going back to the small breeders, if one wins the €10,000 voucher it is used at the sale and that money will filter down to the breeder. If a bred horse has won a race, the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: I am not knocking the scheme. I see its merits. I am not being flippant but one man said to me that under the circumstances at the minute he needs a dig out, and the last thing he needs is a voucher to go to the sales to buy another horse. He told me that he wants to be getting rid of horses.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: Is there any way it could hit a broader audience?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: I do get that, but I just wondered about it. Has HRI had any negotiations with the Department of Agriculture, Food and the Marine with regard to getting equine enterprises or equine farms included in TAMS, for example with loading or handling of horses, from a safety perspective? I believe it has been touted and looked at by the Department. Has HRI had any involvement in those...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: Has HRI been involved with that?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: I have two more points on the race fixtures or race programme. HRI had to run an extra meeting recently in Punchestown to facilitate low-handicapped and low-quality horses that were getting balloted out. Will HRI be adjusting its fixture list to allow for that going forward or is it just a spike in numbers at the minute? I am involved in a syndicate and we were balloted out four times. It...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: HRI had fixtures in reserve for whenever they are needed.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Strategic Priorities for Horse Racing Ireland: Discussion (15 Jun 2022)
Paul Daly: I get that. I thought it was a bit of an issue at the time. While I am not going to put a gun to anyone's head here, as the witnesses will know, we have had many meetings with regard to doping. Within our deliberations during those meetings, there was a lot of talk about structure, although it was more about the structure of the IHRB than that of HRI. Will the witnesses comment on the...
- Seanad: Protection of the Native Irish Honey Bee Bill 2021: Second Stage (2 Jun 2022)
Paul Daly: I welcome the Minister of State and our guests in the Public Gallery. I apologise for the fact that I did not make it out to them this morning due to prior engagements. I compliment Senator Martin on his enthusiasm in promoting this Bill and bringing it to this Stage. I am a firm believer that a stich in time saves nine and that prevention is better than cure. While it is timely now, to...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse Racing in Ireland and the Irish Horseracing Regulatory Board's Anti-doping Programme: Discussion (1 Jun 2022)
Paul Daly: I welcome the witnesses and thank them for their submissions. The common theme in all three submissions was the welcoming and the complimenting of the independent review by Dr. Suann. I have a couple of quickfire questions to get some background clarification. I will delve into the review a little more. What process or procedure did IHRB follow in coming up with the author, Dr. Suann?...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse Racing in Ireland and the Irish Horseracing Regulatory Board's Anti-doping Programme: Discussion (1 Jun 2022)
Paul Daly: A very quick Google search on Dr. Suann, without going too deep below the surface, indicates a lot of correlation between him and Dr. Hillyer, when they served on the International Federation of Horseracing Authorities. They are co-signatories to many different reports of that body. Did the fact there was a previous working relationship between our head of anti-doping and Dr. Suann somewhat...
