- Seanad: Social Welfare and Pensions (Miscellaneous Provisions) Bill 2013: Committee Stage (Resumed) (25 Jun 2013)
Jillian van Turnhout: Amendments Nos. 18 and 22 are related and may be discussed together by agreement.
- Seanad: Social Welfare and Pensions (Miscellaneous Provisions) Bill 2013: Committee Stage (Resumed) (25 Jun 2013)
Jillian van Turnhout: We reserve the right to bring it back on Report Stage.
- Seanad: Social Welfare and Pensions (Miscellaneous Provisions) Bill 2013: Committee Stage (Resumed) (25 Jun 2013)
Jillian van Turnhout: I appreciate that but I ask the Minister to consider the amendment between now and Report Stage. Given that the Minister is explicit in all the other circumstances, why not be explicit about the debts owed by the overpaid person?
- Seanad: Social Welfare and Pensions (Miscellaneous Provisions) Bill 2013: Committee Stage (Resumed) (25 Jun 2013)
Jillian van Turnhout: We disagree with the ruling that the amendment is out of order because we reworded our amendment and submitted it. Perhaps we will be allowed to comment more generally on section 12 in respect of that issue?
- Seanad: Social Welfare and Pensions (Miscellaneous Provisions) Bill 2013: Committee Stage (Resumed) (25 Jun 2013)
Jillian van Turnhout: I just wanted it noted for the record. It makes it very difficult to debate social welfare issues if even when we are talking about overpayments, we are being told that it is a charge on the State. It is very difficult for us as a Senate to do it.
- Seanad: Public Health (Availability of Defibrillators) Bill 2013: Second Stage [Private Members] (19 Jun 2013)
Jillian van Turnhout: I would also like to heap praise on Senator Quinn regarding the Bill he has introduced. I am supportive of this initiative. I understand the Minister for Health wants to conduct a technical assessment but he did not outline a timeframe. I am always concerned when Ministers do not outline a timeframe. Perhaps it could be completed before we return in September and we could then complete...
- Seanad: Adjournment Matters: Health Promotion Issues (13 Jun 2013)
Jillian van Turnhout: I support the Minister on the preventive measures on tobacco, alcohol and obesity. Strokes are Ireland's third biggest killer and I ask the Minister to give consideration to the financial assistance I have suggested and perhaps consider other measures such as using public buildings for billboard spaces or reimbursing the 23% VAT. This is a public health awareness campaign and one could...
- Seanad: Adjournment Matters: Health Promotion Issues (13 Jun 2013)
Jillian van Turnhout: I thank the Minister for facilitating me and coming into the House. It is an extremely busy day but we both know stroke awareness is very important to both of us. This is national stroke awareness week, with this year's focus on the Irish Heart Foundation's Act FAST campaign, which was launched in 2010 to increase public awareness about the early signs of stroke and encourage speedy medical...
- Seanad: Youth Unemployment: Motion (12 Jun 2013)
Jillian van Turnhout: The Minister is welcome to the House. I very much welcome that Senator Reilly and her colleagues tabled this motion. It is an important issue for us to debate, and considering the motion and amendment, one could see the glass as being half full or half empty. Nevertheless, it is really important that we are discussing youth unemployment. Unemployment, and specifically youth unemployment,...
- Joint Oireachtas Committee on Health and Children: Child Care Facilities and Inspections: Discussion (11 Jun 2013)
Jillian van Turnhout: I welcome the Minister and the other guests. I wish to make a declaration of interest. I am chair of Early Childhood Ireland, which is a Government role. I have had an opportunity in the Seanad to express my concerns about the television programme. Therefore, I shall immediately address some of the issues that we must work through. Deputy Troy has asked the HSE direct questions such as...
- Seanad: Early Child Care Education Standards: Statements (30 May 2013)
Jillian van Turnhout: I warmly welcome the Minister to the House. The purpose of my request for her to address us was twofold. The first was to give confidence to the public, particularly to parents, which I believe she has done in her statement. The second was to send a strong message to her Cabinet colleagues about the importance of this issue - this needs to be a wake-up call. Yesterday during the Order of...
- Seanad: Special Educational Needs Services Provision: Motion (29 May 2013)
Jillian van Turnhout: I welcome the Minister to the House and am pleased to participate in this debate this evening. There are many valuable proposals in the report by the NCSE, Supporting Students with Special Educational Needs in Schools. I note and support both the report and this motion's strong commitment to providing access to mainstream education and the benefits which often accrue not only to children...

- Seanad: Criminal Justice Bill 2013: Second Stage (Resumed) (29 May 2013)
Jillian van Turnhout: As there are no other speakers indicating, I invite the Minister of State, Deputy Fergus O'Dowd, to reply.
- Seanad: Address to Seanad Éireann by Ms Margareta Wahlström (29 May 2013)
Jillian van Turnhout: I join with my colleagues in warmly welcoming Ms Margareta Wahlström to the House. I also welcome Mr. Gay Mitchell, with whom we had an excellent exchange on development issues in the House earlier this year. The work of Ms Wahlström as the Special Representative of the Secretary-General for Disaster Risk Reduction and head of the UN Office for Disaster Risk Reduction,...
- Seanad: Order of Business (29 May 2013)
Jillian van Turnhout: Absolutely.
- Seanad: Requests to move Adjournment of Seanad under Standing Order 30 (29 May 2013)
Jillian van Turnhout: The issue I am raising which we debated on the Order of Business is contemplated under Standing Order 30 because it is an important matter of public interest which has arisen suddenly. The Minister for Children and Youth Affairs should come before the House to address the concerns raised by many Members about the child protection issues that arise as a result of-----
- Seanad: Requests to move Adjournment of Seanad under Standing Order 30 (29 May 2013)
Jillian van Turnhout: This is about the restoration of public confidence. I do not often call on the Minister to come to the House, but she has to come today.
- Seanad: Requests to move Adjournment of Seanad under Standing Order 30 (29 May 2013)
Jillian van Turnhout: We did not know the extent of the problem until the footage was seen last night.
